About US:

The Uganda Episcopal
Conference (UEC) is the legal body of Catholic Bishops of Uganda implementing
the Kampala HIV/AIDS Project through its Health Department with funding from
the Infectious Diseases Institute (IDI). Within the framework of the Inter
Medical Bureau Coalition (IBC), the project provides comprehensive HIV/AIDS
services in Private-Not-For Profit (PNFP) Health Care Facilities (HCFs) in
Kampala and Wakiso Districts.

Job Summary:  The HIV Care and Treatment Project Officer
will be working with the Senior HIV Technical Advisor in supporting PNFP
facilities under the Kampala Region HIV Project (KHP) to offer quality HIV
services for HIV care, treatment, TB/HIV and eMTCT services in pursuit of the
UNAIDS goals of 95-95-95 and attainment of HIV epidemic control in the Kampala
Region (Kampala and Wakiso).

Key Duties and Responsibilities: 

  • Provide technical guidance to Private Not For Profit (PNFP)
    supported facilities in the Kampala Region to ensure that comprehensive
    HIV/AIDS services are offered that is prevention, HIV case identification,
    linkage to treatment, ART and sustained viral suppression.
  • Collaborate with other project team members to ensure national and
    treatment standards, guidelines and protocols are adhered to.
  • Provide technical support and guidance to the supported facilities
    to develop and implement annual work plans.
  • Conduct quarterly assessment of facility performance develop and
    excute technical assistance plans to improve facility performance  .
  • Support quality assurance activities in the area of care and
    treatment.
  • Provide regular support supervision, mentoring and coaching of
    facility staffs in various HIV/AIDS components ranging from eMTCT, adult
    and Pediatric care, TB/HIV collaboration, co-morbidities management, gender
    integration, KP/PP-focused services and nutrition.
  • Provide prompt support in clinical management for complicated cases
    presented by facility staffs.
  • Support PNFP facilities to strengthen viral load monitoring
    activities, intensive adherence counseling and ensure functional switch
    committees at the facilities.
  • In conjunction with facility staff develop cases summaries and other
    required documentation for learning as well as access to 3rd line
    regimens.
  • Identify areas for quality improvement interventions under Care and
    Treatment/eMTCT and follow up the QI projects to institutionalize and
    sustain quality HIV care in supported facilities.
  • Support facilities to transition patients to optimal ART regimens as
    per the evolving MOH guidelines.
  • Liaise with the other team members to strengthen community-based
    interventions, referrals and linkages that assure viral suppression and
    retention in care.

Qualifications, Skills and Experience: 

  • The ideal applicant must hold a Diploma in Clinical medicine from a
    recognized Institution.
  • At least five years of clinical experience in HIV/AIDS service
    provision including mentorship to lower level facilities.
  • Training as a MOH/district mentor in the most current HIV/AIDS
    interventions.
  • Prior experience of providing technical support to lower level
    facilities is an added advantage.
  • Experience in undertaking quality improvement interventions in
    HIV/AIDS activities with demonstrable positive outcomes.
  • Computer skills (MS Word, Excel, Power Point)
  • Good oral and written communication skills.
