Job Summary: The Senior Contracting and Procurement Specialist is appointed in SNV’s Uganda team. The Senior Contracting and Procurement Specialist supports SNV in excellent project execution through quality and evidence-based performance analysis at corporate, country and project level; effective planning, reporting and control processes; support to key stakeholders and continuous learning. As such the Senior Contracting and Procurement Specialist is the custodian of SNV’s Project Execution, Contracting and Procurement and Full Cost Recovery policies and ensures they are applied throughout the organisation. The Senior Contracting and Procurement Specialist provides project support and control across the project cycle as well as timely and quality corporate and portfolio planning, reporting and control. The Senior Contracting and Procurement Specialist identifies and proposes solutions to solve (potential) risks as well as ensures learning and feedback on relevant issues throughout the project cycle and across the organisation with a view to continuous improvement.
The Senior Contracting and Procurement Specialist brings best practice into SNV, provides in-house advice on contracting, procurement and related donor compliance issues in projects, at country, global team and corporate level. (S)he maintains SNV’s Contracting and Procurement policy area, including relevant contract templates, instructions and tools, under the leadership of the policy owner to support SNV in ensuring efficient, competitive, transparent and compliant procurement. (S)he proactively supports project teams at key moments during the project cycle.
Key Duties and Responsibilities:
Quality and timely corporate, country and project planning and reporting for decision making and risk management
- Supports country and project team procurement planning.
- Ensures SNV systems and processes are maintained, and users receive quality and timely support.
User-friendly, accessible and improved application of relevant principles
- Develops and maintains SNV’s contracting and procurement policy, including templates, guidance and tools for contracting and contract negotiations based on continuous insight into changing (National) laws and regulations, donor and SNV requirements.
- Advises policy owners and SNV (senior) management on ensuring the procurement processes are embedded within SNV’s wider policy environment.
Comprehensive project and compliance support and control across the project cycle
- Pro-actively provides advice on and support to selected contract negotiation processes at country team level during the project cycle, including contract negotiations.
- Identifies contractual risks to SNV, defines and implements solutions after approval and advises (senior) management on improvements to SNV’s broader policy and systems environment.
- Advises country office teams on structuring procurement within their area of responsibility.
- Develops and maintains the infrastructure within which country team procurement and contracting processes take place in accordance with donor and corporate standards.
- Provides advice to relevant stakeholders to support efficient and compliant procurement and contracting.
- Leads on selected contracting and procurement processes as required.
Excellent, compliant and project execution
- Pro-actively provides advice on and support to selected procurement processes at country and project team level.
- Identifies procurement risks to SNV, defines and implements solutions after approval and embeds learning within SNV’s broader policy and systems environment.
- Provides tailored advice to (senior) management on selected investigations on alleged cases of fraud as required.
- Informs and trains relevant stakeholders in procurement, contracting, accompanying risk management and contract negotiation.
Continuous learning
- Captures learnings, shares lessons learned, to relevant stakeholders and advises on how to adapt SNV’s policy environment for continuous improvement.
- Proactively provides solutions and/or improvements to policy owners and (senior) management colleagues.
- Participates in learning initiatives.
- Designs and delivers relevant capacity development initiatives.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in public procurement, law or international relations, other relevant field or equivalent by experience.
- At least seven years of demonstratable and relevant experience.
- Strong IT skills including advanced Excel. A proven track record in international development cooperation (project) contracting and procurement.
- Solid knowledge of multiple donor compliance requirements on contacting and procurement. Well grounded, well-seasoned professional.
