core areas: youth sexual and reproductive health and rights, youth civic
participation and youth employment and livelihoods.
Job Summary: Restless Development Uganda is seeking to
recruit a Monitoring, Evaluation and Learning Consultant to support the
organisation’s monitoring, evaluation, and learning agenda. The MEL Consultant
will oversee a team of four staff and, through the team, provide technical and
capacity-building support in M&E to all programme units and the leadership
team. The Consultant will oversee internal and external evaluations, reporting,
data management and learning agenda.
Key Duties and Responsibilities: The Consultant will oversee internal and

Oversee internal
and external evaluation
- Provide oversight towards planned, on-going and completed
evaluations - Develop learning products from evaluation reports and disseminate as
to key stakeholders
Reporting
- Oversee the pilot of newly launched reporting toolkit
- Develop Programme Quality Leadership papers to inform senior
leadership team - Q4 NPR review (particular focus on case studies and learning)
- Donor report review (all projects)
Data Management
- Design the Routine Data Quality Assessment system
Lead the
organization’s learning agenda
- Design and or finalize the learning agenda for the hub’s programmes
- Design, Review and or finalize case studies for the hub’s
programmes. - Other
- Other duties as required, sometimes requiring working on weekends
may be assigned.
Qualifications, Skills and Experience:
- The Restless Development Monitoring, Evaluation and Learning
Consultant should hold d Graduate degree in a relevant field of study - Minimum of three years’ experience in the development sector
- Minimum of three years’ experience in-design of monitoring systems
and tools. - Experience in training and providing capacity-building support on
M&E. - Excellent data analysis skills, both quantitative and qualitative
- Excellent report writing skills with experience preparing reports
for donors and others - Fluent in written and spoken English
Desirable
- Outstanding analytical and problem solving skills
- IT skills, including experience with packages such as EpiInfo and
SPSS - Outstanding interpersonal, written and verbal communication skills
- Experience of participatory research with young people
- Previous work experience in Uganda
- Competencies:
Individual must be results orientated, highly self-motivated and have
