Job Summary: Restless Development Uganda is seeking to recruit a talented individual as a Programme Officer-Climate Justice to support the implementation and coordination of all activities relating to our project “Global Girls Creating Change (G2C2) in Uganda.
The Programme Officer will be supporting girls, in all their diversity, to develop the skills and capacity to engage in and lead inclusive climate action in elevating a diverse movement of girl-centered climate action to lead, shape, and inform equitable, inclusive climate policies and actions.
Key Duties and Responsibilities:
Programme Preparation and delivery (50%)
- Supported by the Programmes Coordinator-Climate Justice and working with the girls Champions,
- Take a lead role in the planning and implementation of the G2C2 project components in Uganda.
- Plan and deliver the Girl-led needs assessment and evidence-building processes through identifying and supporting girls to co-lead inclusive research to analyze the current situation and barriers, local needs and opportunities to inform implementation, engaging girls to gain grounded insights that enable them to co-create their shared agenda.
- Support the recruitment of Team leaders and Volunteers/ girl champions.
- Support in all training preparations for volunteers/girl champions.
- Ensure monitoring, evaluation and reporting procedures and timelines are followed by team leaders and volunteers through the M&E systems.
- Develop monthly and quarterly programme narrative reports and review quarterly financial reports, as well as lead on annual programme reports and internal programme reports
- Participate in the development and continuous improvement of girl Champions/volunteer activities and events innovatively.
- Organise training for girls’ champions on green entrepreneurship and climate activism.
- Support the implementation of community dialogues on gender norms that limit girls’ contributions to climate solutions, and how to actively engage men and boys as well as girls and women in climate activism
- Organise and work with girl champions to develop girl-led climate advocacy action plans based on participatory processes.
- Work with the Programme Coordinator-Climate Justice to establish and implement a mentoring and coaching model to support girls and grassroots youth-led CSOs in climate activism and innovation.
Partnership Development Management (15%)
- Coordinate the CSO partners implementing the project in Uganda, Karamoja, Busoga and Kampala to deliver project activities efficiently and effectively.
- Support day to day management and support of the CSO partners to deliver project activities as planned.
- Ensure that key stakeholders at the district and National level have a clear understanding of the G2C2 programme and other Restless Development programs.
- Ensure that project activity and monthly reports are timely submitted to support timely comprehensive reports to the donor on a quarterly basis.
- Support in the selection, identification and training of girls’ coalitions to lead in engaging in national platforms on matters related to climate justice.
- Support the Programmes Coordinator-Climate justice in coaching and supporting a diverse cohort of girls to participate as a coalition at regional and global level to voice their priorities to decision-makers for action. Some of the global spaces to engage include COP30 in 2025, among others.
- Mobilise girl champions to co-create a Global Girls Climate Manifesto, and translate this into an actionable advocacy plan to voice, launch and start to implement at COP30 in Brazil.
- Coordinate with the local partners to facilitate an inclusive process for girls to co-create their climate innovations/solutions through participatory ‘lab’ process that can pitch for grants and support.
- Lead on partnership events and activities to raise the profile of the programme.
People Management and Development (15%)
- Ensure that the CSO implementing partners in Uganda and the district leaderships where the project is implemented have a clear understanding of the G2C2 project.
- Prepare and submit quarterly reports to the project districts and ensure all records are updated
- Ensure that the girls champions leading on the project have clear performance objectives and development plans
- Continually support and supervise the girls’ champions through line management, support visits and performance reviews.
- Support the diverse girls leading on the project in solving genuine challenges and communicate to programme manager as necessary
- Line manage and performance manage the girls’ champions.
Financial Planning and Management (15%)
- Work closely with the Programme Manager and Finance unit to:
- Track the project budget and develop monthly and quarterly financial reports
- Ensure that financial management is undertaken according to Restless Development policy and procedures
- Lead on generation of regular updates and reports as required
- Ensure timely disbursement of funds to the local partners that are partnering with Restless Development in implementation of the project.
Other duties as required (5%)
- Other duties as required, sometimes requiring working on weekends and holidays for which time off in lieu can be taken.
Qualifications, Skills and Experience:
Essential
- Graduate-level Degree in the relevant field of study (Climate Justice, Environmental Science, Social work, social sciences, development studies, working with young people) or equivalent work experience.
- Experience managing and reporting against programme budgets
- Experience managing staff, including line and performance management
- At least 2 years of experience implementing climate Justice programmes including significant experience in designing and delivery of youth-led research and youth-led advocacy programme
- Demonstrated ability to identify, develop and manage local/national/regional partnerships
- Ability to analyse problems and make sound operational decisions
- Excellent organizational skills and methodological approach to programme management
- Excellent budget management skills
Desirable
- Risk mitigation, response and management
- A clear understanding of Gender mainstreaming
- 2+ years of proven expertise managing climate justice programs and implementing successful projects.
- Critical Thinking Skills, demonstrates an ability to analyze intricate problems and make strategic, operationally sound decisions.
- Motorcycle Riding Skills with a valid permit, ensuring efficient movement and accessibility across diverse project locations.
- Excellent organizational skills and a systematic approach to program management.
- Demonstrates strong program management skills and budgeting abilities.
