About UNHCR:

The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.

Key Duties and Responsibilities: 

  • Assist the operation in implementing the Uganda Sexual Gender Based
    Violence (SGBV) strategy in line with UNHCR guidelines and updated global
    SGBV strategy.
  • Establish and/or strengthen strategic and innovative partnerships
    for SGBV with community-based, local, national, and international
    organizations;
  • Promote the implementation of the National Action Plan for
    Mainstreaming SGBV, mainstreaming of Age, Gender and Diversity (AGD)
    across all sectors and activities such as health, safety and security,
    psychosocial and legal shelter, WASH, and Energy and coordinate with
    Programme and Protection sections to ensure that SGBV programming is
    incorporated in activities of partners and partnership agreements in all
    sectors;
  • Support the operation in conducting assessments and safety audits on
    SGBV in coordination with other units and other agencies;
  • Conduct mapping and maintain a “who, what where” matrix of existing
    services to address SGBV, including community capacities and structures;
  • Strengthen and lead SGBV coordination mechanisms;
  • Strengthen Standard Operating Procedures (SOPs) with comprehensive
    referral mechanism for response services through a consultative process
    with NGOs and community groups, including PSEA;
  • Support SGBV data management (collection, storage, analysis and
    sharing) in line with safety and ethical standards.
  • Conduct training on basic elements of SGBV prevention and response,
    the design of SGBV programmes and coordination mechanisms;
  • Prepare regular consolidated reports on the progress, challenges,
    gaps and recommendations on SGBV prevention and response;
  • Consult with the protection team at SO Mbarara and with the Senior
    Protection Officer (SGBV) and protection team at RO Kampala on policy
    developments and strategic direction.
  • Undertake any other related duties as assigned by supervisor and the
    Snr Protection Officer (SGBV).

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Associate
    Protection Officer (SGBV) job placement should hold an undergraduate
    degree (equivalent of a BA/BS) in International Law, Human Rights,
    International Development, International Relations, Anthropology, Social
    Work, Gender studies, Political or Social Science or other clearly related
    disciplines.
  • At least six years (5 years with graduate degree (equivalent of a
    Master’s)) relevant professional experience of which 2 years in the field.
    At least 2 years of progressively responsible experience in the field in
    SGBV prevention and response, broader protection or social work involving
    empowerment of women and girls, gender, child protection, mental health,
    counselling and working with survivors, 
    humanitarian and development issues.
  • Experience working in protection in refugee or displacement
    settings.
  • Strong experience in interacting with and building partnerships and
    synergies with UN agencies, NGOs and civil society organizations.
  • Good computer skills and including database management skills
  • Excellent knowledge of English (written/oral)
  • Excellent drafting and writing skills.
  • Excellent project management, communication, inter-personal,
    negotiation and organizational skills.

Desirable:

  • Thorough understanding of SGBV prevention and response in
    displacement including development of standard operating procedures,
    conducting assessments, establishing and managing protection programs.
  • Excellent written and oral communication skills.
  • Training design and facilitation skills of SGBV, gender and
    protection related learning.
  • Demonstrated capacities in monitoring and reporting on SGBV and or
    protection. 
  • Experience with Gender Based Violence Information Management System
    is an asset.
  • Demonstrated leadership skills and ability to work independently
    with minimum supervision in a fast-paced environment.
  • Demonstrated ability to successfully and effectively work and
    communicate with people in a multi-cultural environment.
  • Demonstrated experience in inter-agency coordination and consensus
    building, in refugee and/or cluster contexts would be an asset.
