over 30 years.  Ambassador Deborah R. Malac currently heads the U.S
Mission to Uganda.  The Mission is composed of several offices and
organizations all working under the auspices of the Embassy and at the
direction of the Ambassador.

Job Summary:  The Research Specialist serves as a principal
advisor, expert and coordinator of NIH Research program activities, participates
in the inception, design, conduct, analysis and dissemination of the NIH
research agenda and findings. The Research Specialist will in consultation with
the Scientific Director guide, coordinate and conduct comprehensive Research of
the National Institutes of Health-Uganda; including conceptualization, design,  Unclassified implementation, collaboration and
operational management of the Uganda NIH-ICER Research agenda; program and
Management; S/he will do this in close collaboration with NIH in-country Research
Collaborators.

Key Duties and Responsibilities: 

 Director of Research Programs

  • The Incumbent is responsible for overseeing accountability for
    program research objectives and targets. As a research specialist, s/he
    will function as an expert and resource person in promoting the research
    agenda for NIHICERs in country office purpose and goal of supporting
    Ugandan health organizations to develop and maintain sustained research
    programs of excellence in the areas of high infectious disease burden with
    a focus on HIV/AIDS community, clinical, laboratory and health systems
    research.
  • S/he together with other partners conceptualizes, designs,
    implements, evaluates, and directs research with regard to the NIH-ICER
    agenda; develops, adopts and implements appropriate research methods;
    writes protocols and acts as Principal Investigator on his/her own studies;
    develops hypothesis and experimental approach to hypothesis testing;
  • Provides leadership to teams of researchers to interpret data and
    discuss program progress; collaborates with other researchers in
    determining research priorities and planning programs of research; keeps
    up to date with relevant published literature;
  • Develops and writes research manuscripts, articles, and abstracts;
    writes project reports; presents ongoing work and findings at academic and
    international conferences; develops and conducts educational workshops,
    lectures and seminars. 70%

Communications

  • Represents the Program to stakeholders at multiple levels (e.g. at
    U.S. Mission internal meetings, internal health related meetings, NIH
    collaborators meetings, seminars, and other organizational events).
  • Manage external and internal relationships for successful
    operations, including collaborating closely with NIH collaborators and
    other partners to ensure mutual existence across programs and higher
    efficiencies.
  • Manage the communications and reporting required for by NIH and NIH
    working partners including but not limited to preparation of reports and minutes,
    writing of semi-annual reports, self-evaluations and quarterly reports on
    the program progress, newsletters, formal informational notes/briefs to
    systematically consolidate and analyze NIH Uganda
  • Administrative initiatives and share internally with working
    partners.
  • Manage NIH e-communication systems including but not limited to
    SharePoint and NIH web-page.

Interagency
Coordination and Management

  • As an expert on matters pertaining to NIH-ICER research activities,
    the job holder in liaison with the Scientific Director represents
    (Agency/Country) at technical, policy and strategic planning meetings,
    including meetings with collaborators and donor agencies.
  • Briefs other agency senior officials, on the results of such
    meetings and prepares written reports for submission to other interested
    parties.
  • Advise NIH staff concerning deficiencies and areas of improvement in
    the administrative issues; provides strategic, policy and implementation
    guidance to administrative support functions and leads/coordinates the
    development of Unclassified strategies, administrative procedures, and
    performance standards, recommends and coordinates appropriate logistical,
    travel, security support and other general services for operations.
  • In-charge of the office in the absence of the NIH Director and
    responsible for the supervision of NIH-ICER country staff. 15%

Qualifications, Skills and Experience:

NOTE:  All applicants must address each selection criterion detailed

  • The applicants for the United States US Embassy Research Specialist
    job opportunity should hold a Doctoral level degree (Doctor of Public
    Health (DrPH), Doctor of Medicine (MD) (MBChB) or Doctor of Philosophy
    (PhD) from an accredited University is required.
  • At least eight years of senior level public health experience in
    developing, designing, implementing and/or conducting research including
    but not limited to infectious diseases, working with/in government, an international
    Non-Governmental Organization or diplomatic arena in a senior Research
    position with proven publication track record and demonstrated leadership
    of Research teams
  • Comprehensive knowledge of current infectious diseases issues including
    but not limited to HIV/AIDS prevention activities, community engagement,
    counseling and interventions, behavior change, testing and treatment and
    collaborative research associated therewith is required.
  • An in-depth knowledge of the range of programs, policies,
    regulations and precedents applicable to development and administration of
    national/international research and other public health program is
    required.
  • Detailed knowledge of the host  government health care system and
    structures and current HIV/AIDS demographics is required.
  • Good working knowledge of team management techniques to plan,
    organize, coordinate and direct multidisciplinary teams and activities is
    required.
  • Must be conversant with several appropriate research designs.
  • Excellent working knowledge of general management and administrative
    work areas; Human resources management, communication management and
    manuscript writing ability is required.
  • Strong oral and written communications skills are required to
    develop and maintain effective, sustainable working relationships with
    national and international working partners.
  • Proven publication record in peer reviewed journals.
  • Prior experience leading research teams effectively.
  • Ability to analyze, understand and discuss new program design,
    management and implementation approaches is required.
  • Proven skills in interpretation of program results, direction and
    research agenda are required. Considerable innovation will be required to
    influence other collaborative organizations engaged in HIV/AIDS and other
    infectious diseases programs to adopt appropriate strategies for their
    program activities.
  • Ability and comfort working with limited supervision and to think
    independently; Ability to work effectively with high degree of accuracy to
    produce quality work; Proven ability to demonstrate initiative, engage and
    work closely with internal and external stakeholders, build consensus,
    monitor issues and tasks, meet deadlines and priorities, and ability to
    work in diverse teams and to manage others;
  • Ability to communicate and present ideas clearly and confidently,
    articulate issues and recommend practical solutions is required.
  • Keyboarding skills that includes accuracy are required. Intermediate
    user level of word processing, spreadsheets and databases is required.
  •  Language Proficiency: Fluency in speaking/writing/reading
    English language is required. This will be tested.
