About the Role
GOAL is currently seeking to hire an experienced, qualified and business minded Market Systems Officer to join our team in Moroto under the Young Africa Works Markets for Youth Programme. This is an exciting opportunity for you to join an extremely dynamic International NGO and to apply your skills in implementing a youth inclusive programme. If you have worked directly with agribusinesses/MSMEs, are familiar with and have experience in market systems development and private sector engagement approaches and have worked with programs promoting youth and other vulnerable groups (women, refugees and persons with disabilities) participation in livelihoods and market systems context within Uganda and internationally, then this role is perfect for you!

Essential Criteria
- A bachelor’s degree preferably in agricultural sciences, animal husbandry, development economics, rural development, business Management, or other relevant
- Background in business, with a minimum of 3 years practical experience in the private sector
- Experience with market facilitation, supporting systemic change and promoting supporting services indirectly, is preferred Knowledge and experience in business financing for SME’s.
- Partnership management skills and knowledge
- Must be able to ride a motorcycle and has a valid riding permit.
- Knowledge of the local language highly desirable.
Desirable Criteria
- Some practical experience in working with both very small and medium sized companies in a development setting.
- Highly motivated individual who can lead SME’s.
- Knowledge of the agricultural sectors highly desirable
- Strong writing, communication, organization, prioritization and negotiating skills.
- Proven financial management skills.
- Strong computer literacy with a full knowledge of office applications.
- Willingness to spend more time in the field and work closely with program target groups.
Key Duties and Responsibilities:
Planning, developing, and implementing market development activities.
- In coordination with the Technical Specialists and local partners, plan, implement and monitor market system development activities within the district.
- Support private sector actors to design, test, and deliver a wide range of appropriate services that increase youth employment and self-employment within the agricultural market system.
- Assist in developing capacity building materials for business, technical and financial capacities as well as participate in capacity building sessions.
- Help execute related field activities to ensure that the programme results are achieved to the highest standard, and that project deliverables are completed as planned.
- Support mobilization and engagement of targeted youth to fully participate in the programme for sustainability.
- Support partner to identify small business activities for seed support through basic improvements or inputs.
- Identify value-addition opportunities that strengthen economic opportunities, for young women and rural youth, in the livestock and agriculture sectors.
Collaboration/Networking
- Establish and maintain good coordination and working relationships with sub-county and district leadership and local government departments, representing GOAL in district coordination meetings, and soliciting their participation in all activities where appropriate and as directed by the line manager.
- Ensure close coordination and sharing of information with relevant stakeholders such as local government departments, NGO’s and local authorities, as appropriate and advised by the line manager.
- Participate in the planning of learning and review meetings that bring private and public sector entities together to collectively review and discuss technology developments and innovation.
Documentation, Monitoring, Evaluation and Reporting
- Work closely with the district monitoring and evaluation team to capture the required data for measuring output and impact of the programme.
- Ensure accurate and timely flow of information from the field and entry in the program PSA tracker and CommCare database and for preparation of communication materials.
- Prepare and submit timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation. Respond to queries if and when necessary.
- Maintain proper filing system in regard to market development activities of the program.
Representation and Coordination
- The MSO is expected to be the focal person for all coordination, partnership and related activities with local level private sector services providers, and related stakeholders within the district of jurisdiction.
- Liaise with local government officials, local NGOs and civil society organizations, and other notables to ensure support for and acceptance of Markets for Youth market-based interventions.
- Maintain close working relationships with development organizations, and local partners, including representing the programme at district coordination meetings as assigned.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to GOAL Uganda and to not jeopardize its humanitarian mission.

General description of the country programme:
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.
GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Budaka, Kabarole, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
