Job Summary: GOAL is currently seeking to hire an experienced, qualified and business minded Portfolio Coordinator Inclusive Skilling and Learning Development (1) to join our team in Kampala under the Young Africa Works Markets for Youth Programme. This is an exciting opportunity for you to join an extremely dynamic International NGO and to apply your skills in implementing a youth inclusive programme. If you have worked directly with agribusinesses/MSMEs, are familiar with and have experience in market systems development and private sector engagement approaches and have worked with programs promoting youth and other vulnerable groups (women, refugees and persons with disabilities) participation in livelihoods and market systems context within Uganda and internationally, then this role is perfect for you!
Qualifications, Skills and Experience: To be successful in this role, you will need:
Essential Criteria
- A master’s degree holder preferably in, Agriculture, Development Economics, Entrepreneurship or Development studies, at least seven (7) years’ experience in managing and delivering livelihoods development programmes with strength in Agri-based Value chain development of which 5 years at senior technical level.
- Experience in partnership development, programme, people and budget management. Demonstrated success at working with market-based development programs and familiarity with the agribusiness sector is a must.
- Strong knowledge and understanding of multi-sectoral development issues centered around youth livelihoods with a particular focus on vocational training and agricultural enterprise development.
- Excellent understanding and experience of project cycle management, organizational assessment, planning and M&E tools and processes.
- Agile in programme budgeting, planning, monitoring and management.
- Excellent attention to detail and ability to complete tasks in a timely manner.

Key Duties and Responsibilities:
Programme Technical Support on Market Facing Skills Development for Youth
- Act as Technical Lead on design and implementation strategy to link youth to market relevant and specialized (alternative and formal) skills development opportunities and intelligence, in line with the Programme’s overall market systems development strategy.
- Develop tools and resources to support market assessment of current status, critical constraints and opportunities in the skilling services sector, corresponding program design, activities implementation and monitoring and evaluation.
- Manage the skilling and learning portfolio from training institutions identification, co-design youth-centered innovative interventions, partnership agreement signing, implementation and documenting evidence based- learning.
- Work with the Head Business Partnerships to ensure that the interventions are implemented in line with the programme results frame, and within the required timelines.
- Provide technical direction and support the Market Systems Team Leads (MSTL)/Sector Specialist and Market System Officers (MSO), as well as the technical staff of partners to ensure implementation of youth skilling programmes is in compliance with the market systems approach, to ensure programme targets are met.
- Take lead in identifying Formal and Alternative Skills providers with the right “skill and will” for systemic change, lead on the partner on-boarding and partnership management processes to deliver objectives.
- Work with the Programme teams to identify and support implementation of skilling interventions for targeted youth.
- Identify and champion innovative ICT solutions geared towards improving and harnessing efficiency-learning/ICT based skilling service provision that increases gender inclusion and empowers young womens’ ability to participate in relevant and specialized skilling programs and upgrade their skills.
- Coordinate with other portfolio coordinators to develop or leverage opportunities for improved small enterprises and business to showcase their positive experiences to other young people at district, regional and national levels.
- Initiate and identify the need for consultants for the skills development portfolio activities and surge support.
- Identify and operationalize business opportunity linkages between market actors (between various companies and with rural young women and men farmers that will culminate into development of job placement opportunities and business relationships.
- Support the field MSTLD/Sector Specialists and MSOs to identify and work with Formal and Alternative Skills providers, including the development of value propositions and game plans with them.
- Participate in the development of the programme work plans and budgets, specifically the Agricultural Markets Development component work plans and budgets.
Contribute to Program Quality Control, Learning and adaptive management.
- Engage in development and rollout of agency tested tools and initiatives to ensure consistent high-quality implementation, documentation and learning.
- Monitor implementation of program strategies and consistently review their effectiveness in achieving inclusion for rural young women and men and other vulnerable groups in the priority districts.
- Work closely with GOAL Monitoring, Evaluation and Learning team to ensure that the programme has appropriate M&E plans and staff are adhering to them and reporting on a timely basis.
- Work closely with partner staff to ensure technical quality of implementation.
- Organise quarterly and bi-annual partner coordination/learning and reflection sessions to leverage program learning and enrich intervention strategies across the programme area.
- Improving program intervention /co-design opportunities; Utilize evidence and data from MEAL team to guide reflection, learning and adaptation/ youth engagement strategies to attain efficiency and effectiveness within the agricultural market system.
- Ensure regular updates of issues emerging from program implementation issues log.
- Review partner narrative and financial reports and flag issues for discussion with partner teams.
Reporting and Coordination
- Develop program information flow matrix and ensure that partners can upload and retrieve program data using robust information sharing and storage products.
- Report on implementation progress, prepare regular impact stories and case studies.
- Contribute to the preparation of all quarterly and annual reports for the skills development for youth component.
- Network, coordinate, and cooperate with key agricultural market systems actors at national, regional and district level, including government ministries, and their Departments and Agencies, ensuring buy-in for interventions to maximize impact and affect system level change.
Direct Supervision and Performance Management of Field Teams
- Manage all aspects of staff in line with GOAL policy – timesheets, objective setting, performance reviews.
- Liaise closely with other Portfolio Coordinators, MSTLs and with MEL staff to ensure work quality oversight and team integration.
- Conduct refresher and specialized training as needed with staff and partners and design and roll out the necessary didactic materials.
- Build a strong team, leveraging unique strengths of all team members.
Other duties
- Represent GOAL Uganda in a range of external fora and building strategic relationships and partnerships.
- Respect local laws, customs and adhere to GOAL systems procedures for personnel, communications, finance, logistics, health and safety.
- Carry out any other tasks as required, to ensure the overall success of the programme.

General description of the country programme:
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.
GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Budaka, Kabarole, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
