Job Summary: The Safeguarding and Child Protection (SCP) Specialist will provide support and oversight on both safeguarding and CP aspects. This role will support the Child Protection and Participation Technical Programme Lead to provide overall strategic leadership in ensuring WV-Uganda is a safe organisation and that the Child Protection sector is providing quality interventions, specifically guiding programming both in development and refugee contexts in Uganda.
The jobholder will contribute to World Vision’s role as a thought leader with external stakeholders, and support continuous improvement in safeguarding practices and CP programming in both development and emergency programmes through their technical expertise, facilitation of learning in respecting the rights of the vulnerable children and adults in the communities WV-Uganda serves.
The jobholder shall be responsible for the effective implementation of WV- Uganda’s Child and Adult Safeguarding Policy and WV Uganda Safeguarding Incident Preparedness Plan across the country programme.
The Specialist is responsible for overall implementation of the Child and Adult Safeguarding Policy and will specifically do the following tasks:
Key Duties and Responsibilities:
Safeguarding
- Lead on and ensure effective implementation of WV-Uganda’s Child and Adult Safeguarding Policy across development and emergence response programs and entire National Office.
- Proactively raise awareness and build capacity WVU staff, Board members, Partners, and affiliates including security guards, Service providers/suppliers, community volunteers among others on the WV-Uganda Child and Adult Safeguarding Policy, Practices and Procedures.
- Provide periodic updates on the status of safeguarding cases of the organisation as a whole, to the SLT, Board, Regional Office, Global Centre, and other structures as will be directed.
- Coordinate and compile Annual Safeguarding Update Report with input from different departments and submit to SLT, EARO, Global Centre, etc
- Prepare and or annually update the Safeguarding Incident Preparedness Plans (SIPPs) for the NO and liaise with the CP team to ensure AP-level SIPPs are in place and are updated annually .
- Follow-up and see through the timely closure of safeguarding cases that emerge from time-to-time, within the timeframe and following the procedures stipulated in the policy.
- Facilitate ongoing investigations of safeguarding cases and provide regular follow up updates in ethic point.
- Ensure survivor based assessments and follow ups are conducted on all survivors of safeguarding incidents using the WV Survivor centred approach.
- Represent WV-Uganda in forums, networks and platforms whose agenda is to make institutions safe for Children and beneficiaries e.g. the Joining Forces Coalition, PSEA Network among others.
- Participate in joint partner safeguarding related engagements and events organised within WVU, WVI and partners like Joining Forces, UNICEF, PSEA network, IRMG among others
- Build capacity of regional and Field Programmes safeguarding liaison staff and partners to support implementation of WVI safeguarding standards
- Conduct routine compliance monitoring (internal safeguarding audits) to selected field programmes and projects / grants both in development programmes and refugee response programmes.
- Work with MEAL Department to ensure the community complaints and feedback mechanisms are in place, are contextually appropriate and are supporting children and adults in operational areas to report any breaches of the WVI behavioral protocol and WVU Child and adult safeguarding policy.
Child Protection: The role requires one to enhance World Vision’s Child protection and Participation programming at strategy, programme and project design, implementation and Monitoring and Evaluation levels for greater impact on child well-being both in Development Programmes and Refugee Response contexts. Below are the Specific tasks:
- Support Design, Implementation, Monitoring and evaluation and quality assurance processes for all CP interventions.
- Support strategy development, alignment and review processes including input on the CPiE context.
- Build capacity of and provide technical guidance to staff and partners on CP programming and provide resources on relevant tools, standards, approaches, principles and concepts in the emergence context.
- Support in the periodic and on-going reporting functions, both internally and externally to donors and other stakeholders as will be directed.
- Represent and build relationships for WV-Uganda at strategic inter-agency, sector-specific, learning and sharing engagements with stakeholders for agenda – influencing, learning and resource development on CP matters at national and other levels as will be directed.
- Actively participate in the development and implementation of the Grant Acquisition Business Plan through engagement with relevant donors, as required.
- Provide quality assurance, technical and oversight support during implementation and reporting on CPiE interventions.
- In close collaboration with field staff, carry out periodic quality assurance and learning reviews to ensure technical programme implementation fidelity in alignment with Child Protection Minimum Standards including in Humanitarian contexts, Partnership standards, policies and protocols, including all relevant sections of LEAP 3 implementation guidance.
- Engage and build relationships / strategic partnerships with Emergency Response NGOs, donors and government counterparts and other key stakeholders
- Provide line management and matrix supervisor for Emergency Response Project coordinators and Technical coordinator for projects and programmes in the emergency Response
- Actively support proposal development processes and key tasks associated with the submission of high quality grant applications to multiple local and international
Qualifications, Skills and Experience:
- The applicant for the World Vision Safeguarding and Child Protection Specialist job must hold a first class degree in development studies, social work, Social Sciences or other relevant humanities field is a requirement. Post-graduate degree is an advantage.
- A minimum of seven (7) years post qualification experience in technical leadership and/or field-based programme management roles in the Child Protection sector, most preferably a mix of both Development Programme and emergency and/or refugee response contexts.
- At least 3-5 years’ experience serving as the Safeguarding liaison is a must.
- Direct programming experience and expertise in the field of child protection and/or child rights advocacy.
- Good understanding of the Child Protection Landscape in Uganda and the approaches therein.
- Good understanding of donor dynamics and experience in grant fundraising, proposal development and report writing for emergence response interventions is a MUST.
- Experience in working on gender-based violence issues is an advantage.
- Knowledge and experience in capacity building methodologies for adults both face to face and remotely using digital communication systems
- Experience in leading teams is an advantage.
- Written and oral communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment.
- A high level of integrity and self-drive is required
- Knowledge of Programme/ project management cycles
- Experience of engaging and negotiating with UN and International Government donors for the purpose of resource mobilisation
- Experience of developing, implementing and documenting evidence-based programme approaches and project models
- Excellent verbal and written communication skills
- Networking, influencing and negotiation skills
- Ability to work with minimal supervision.
- Good interpersonal, organizational and time management skills.
- Ability to work with relevant Ministry/department of government at local and national level
- Ability to maintain performance expectations in diverse cultural contexts, stressful environments and physical hardship conditions with limited resources.
- Able to work in a cross-cultural environment with a multi-national staff.
- Experience in a wide range of on and off line training and learning techniques including staff mentoring and coaching.
- Certification in Child Protection Minimum standards and Child Protection in Humanitarian Action will be an added advantage
