ACODEV is an NGO that was established in 2003 and fully registered by government of Uganda. Initially founded as a self funded health program to fill service delivery gap in communities during the political insurgency in the Rwenzori region of Western Uganda that witnessed human rights abuses, gender based violence, breakdown in social and health systems; ACODEV has grown and expanded its programs for the benefit of communities targeting children and youth in various districts of Uganda. Today we have presence in more than 28 districts in Western, Central and Northern regions of Uganda. We are spreading our wings with different innovative development and humanitarian programs to other parts of Uganda, East and Southern Africa.

 

Job Summary:   The Finance & Administration Manager heads the Finance and Administration Department and is a member of the Senior Management Team with a regular role in ensuring finance and admin policies and practices are developed and adhered to. He/she builds the capacity of the finance and Admin staff and is responsible for ensuring that all stages of financial process from planning to reporting are completed to meet ACODEV-UG and partner requirements. The FAM will achieve this through providing technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with regulations.

 

Key Duties and Responsibilities:

Accounting/Finance

  • Design, develop and update financial, procurement and administrative policies, systems and procedures and advise senior management, departmental and field teams on their application.
  • Develop clear planning, budgeting and reporting guidelines as per ACODEV-UG and partner policies and give clear operation guidelines.
  • Establish and maintain internal controls to ensure effective and efficient use of organization resources.
  • Develop and maintain sound reporting systems to facilitate effective financial management and strong internal control mechanisms.
  • Monitor the running cash and bank balances and ensure efficient management of resources and organizational liquidity
  • Develop and maintain up-to-date assets register, manage assets including monitoring and reporting on asset depreciation.
  • Ensure effective financial management, administration and coordination between the national, field offices and funders for efficient implementation of ACODEV-UG projects as per signed grant agreements.
  • Supervise and maintain financial and administrative records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
  • Supervise and appraise the Admin and Finance department staff and generate departmental performance reports.
  • Ensure compliance with statutory obligations, financial standards and regulations to match with the current accounting standards.
  • Prepare Quarterly and annual consolidated FAS for all ACODEV-UG programmes and projects.
  • Generate and review monthly, quarterly and annual financial reports to meet the partner requirements.
  • Prepare for internal and external audits and support management in the implementation of audit recommendations.

Office Operations/Administration

  • Responsible for all matters related to the operations and administration of the office.
  • Oversee procurement and administrative operations and advice management accordingly.
  • Ensures registration requirements are kept current at all times and files statutory returns and renewals.
  • Oversees administration of human resources, including but not limited to, maintaining personnel files, assisting with recruitments and orientation procedures, purchasing and maintaining adequate health and other insurance policies, etc.
  • Hold regular meetings with the senior management team to discuss issues and generate future plans ensuring that the financial responsibilities are upheld by the department team.
  • Provide guidance to the national and field finance and administration teams for effective and efficient operations
  • Ensures proper maintenance of office filling systems.
  • Carries out any other tasks as assigned by the Executive Director.

Qualifications, Skills and Experience:

  • The applicant must hold a bachelor’s degree in Business Administration, Finance and accounting, Commerce or a related field from an accredited institution.
  • Professional accountancy qualifications i.e., CPA or ACCA is required
  • A master’s degree in the relevant field would be an advantage
  • Eight or more years of experience working in the Country Finance role on accounting/financial management of development programs with international, nonprofit organizations (larger than UGX. 5Billion annually).
  • Knowledge of QuickBooks multi-currency accounting software.
  • Experience with computerized accounting and strong organizational and leadership skills.
  • A team player with proven interpersonal and communication skills.
  • Ability to supervise others while working with minimum supervision.
  • Strong personality and reputation with high level of integrity.
  • Displays cultural, gender, religion, race, nationality and age sensitivity & adaptability.
  • Demonstrated ability to solve problems and work independently.
  • Computer skills in Word, Excel etc.
  • Numerical and clerical skills.
  • Record keeping and asset management skills.
  • Strong analytical skills.
  • Strong customer-service skills with demonstrated ability to effectively interact with technical and non-technical end users in a pleasant, cooperative, and helpful manner.
  • Ability to read, analyze, interpret and apply general technical instructions and procedures.
