Job Summary:  Reporting to the Deputy Country Representative, the Planning, Monitoring, Evaluation, and Reporting (PMER) Specialist will provide support to the Uganda Country Office programme planning, monitoring, evaluation, reporting, and learning in line with the UGCO Strategic Note. The PMER Specialist will also play the role of team leader for the PMER Team.

 

Key Duties and Responsibilities:

Provide technical support to integrated and coherent planning, implementation, monitoring and reporting across the different thematic areas in the Uganda CO Strategic Note

  • Provide advice on the formulation of concept notes for UN Women’s intervention areas; as well as the office’s strategic note;
  • Develop country programming processes and products, including the Biennial workplan, strategic note, and programme/project documents,
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Senior Management Leadership on critical issues to be addressed.
  • Support to provide strategic linkages, ensure coherence, coordination and collaboration between different UN Women programme components on Democratic Governance, Women’s Economic Empowerment, Ending Violence Against Women and Girls, Women Peace, Security and Gender in Humanitarian Action;
  • Support the UN Women’s analytical and programmatic capacities by using available methodologies to inform the UN Women’s work
  • Conceptualize, develop, and promote strategies for effective and harmonized strategic planning, monitoring and reporting for UN Women.

Provide technical support and guidance to the Uganda Country Office in incorporating monitoring, reporting and learning from audits and evaluation into programme formulation.

  • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;
  • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant audit and evaluation findings, conclusions and recommendations are incorporated into programme formulation;
  • Coordinate Biennial work plan monitoring, reviews and reporting;
  • Ensure linkage of Biennial Work Plans (BWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan and the UN Strategic Cooperation Framework (UNSDCF);
  • Provide strategic guidance to partners and Uganda Country Office in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys;

Provide technical guidance to the Uganda Country Office in and oversee monitoring and tracking of results against country level targets and UN Women Strategic Plan

  • Build partner capacity on Results Based Management Approaches (RBM) amongst, governments, civil society organizations and other partners in the field offices through partnership with academia and other institutions.
  • Apply RBM principles as foundation for programme implementation from the levels of inputs, to activities and results at the output and outcome levels.
  • Ensure data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making;
  • Visit partners to support monitoring of results and planning processes;
  • Support monitor the spending of donor funds and other programme expenditures against reported results;
  • Develop, support implementation, and monitor the Uganda Country Office Monitoring, Evaluation, and Research Plan.

Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Finalize donor and programme reports (both narrative and financial);
  • Ensure use and incorporation of relevant evaluation and audit findings, conclusions and recommendations into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Promote the use of evaluations and ensure that evaluation findings and recommendations are implemented:

  • Prepare aggregate analysis and qualitative assessments of decentralized evaluations to input into Evaluation Annual report and management briefs;
  • Organize meetings, workshops and other discussion to establish a dialogue on evaluation results and the evaluative knowledge management at country level;
  • Ensure that evaluation results are taken into account for the continued implementation of strategies, programmes/projects and for the design and appraisal of new projects/ programmes;
  • Ensure that project/programme managers respond to recommendations and monitor the follow up on evaluations.
  • Provide advice/information/guidance to programme managers on evaluations on programme design from evaluability perspective;
  • Establish/maintain partnerships with governments, regional evaluation associations/communities of practice, networks and academic institutions to strengthen capacity and learning on gender responsive evaluation.

Promote UN coherence and inter-agency collaboration on planning, monitoring, reporting and evaluation that is gender responsive:

  • Provide guidance and support to the country office for the development of UNSDCF and participate in inter-agency meetings as required to support UN coherence initiatives, particularly as they relate to the integration of RBM into Common Country Assessments (CCAs) and UNSDCFs (Results Groups – RGs)including from a gender equality perspective;
  • Provide substantive support to the UN Women Representative and Deputy Representative on inter-agency coordination related activities.
  • Collaborate with other UN joint RBM initiatives at country and regional level.
  • Contribute to UN Women in United Nations Evaluation Group taskforces and substantial contribution to the inclusion of gender equality dimensions in UN system-wide evaluations, assessments, etc.;
  • Collaborate with professional evaluation bodies in the area of gender responsive evaluation.

Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;
  • Build capacity of staff on programme monitoring and the use of alternative monitoring tools and means of verification in order to articulate the Uganda Country Office’s programme results stories.
  • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM);
  • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.
  • Play the role of Team Leader to the PMER Team in the Uganda Country Office and provide required guidance and support to team members and other personnel as appropriate





Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree (or equivalent) in evaluation, economics, or relevant social science-related field is required.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • Seven years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • first-level university degree in combination with seven additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.
  • Language Requirements: Fluency in English is required. Knowledge of the other UN official working language is an asset;

  • Good knowledge of UN programme management systems.
