About US:

The Inspectorate of Government (IG), was established in 1995 as a constitutional office. The IG’s mandate as per Articles 225,226 and 232 of the Constitution include: The promotion and fostering of strict adherence to the rule of law and principles of natural justice in administration, The elimination of corruption and abuse of authority in public offices and investigation of any act, omission, advice, decision or recommendation by a public officer, among other functions. The Inspectorate of Government is also charged with enforcing the Leadership Code of conduct.

 

Job Summary:  The Manager Human Resource Management will lead and manage the Human Resource function within the IG by ensuring that quality services are provided to stakeholders enabling them to achieve their strategic Objectives and contribute to the success of IG.

 

Key Duties and Responsibilities: The Manager will be responsible to the Secretary for performing the following duties:-

  • Conduct a needs analysis to determine the strategic HR requirements of stakeholders in order to facilitate the design and implementation of appropriate strategies.
  • Review and develop appropriate and relevant HR strategies and plans that are robust and responsive to the changing needs of IG in the delivery of strategic goals.
  • Ensure that IG has the required internal capacity and structures that support and facilitate the achievement of its objectives (manpower/headcount/skills and capacity).
  • Review and research HR best practices in order to update policies and procedures, employment guidelines to ensure relevance, applicability to daily operations and compliance with Uganda employment Laws.
  • In liaison with the HODs/Divisions/Units review strategic documentation so as to identify critical skills, gaps and needs in order to develop a responsive HR Training and Development plan.
  • Lead in the development of appropriate and relevant recruitment and selection strategies that will result in critical skills being acquired.
  • Monitor employee turnover and exits, in order to identify aspects that impact retention and incorporate findings to manpower and talent management efforts.
  • Develop, implement, and monitor employee performance management framework/system which contributes to IG’s goals and results and objectively rewards staff.
  • Define and implement strategies for acquisition and or development, which meets the current and future needs of IG.
  • Development and management of IG’s succession plan for business continuity.
  • Monitor and continuously review employee benefits schemes to ensure that they are adding value on staff engagement and welfare.
  • Support and build the capacity of team members to enable them to give their best.

 

Key Result Areas:

  • To lead in the development of the Human Resource strategies that are aligned to and support the achievement of IG overall goals and objectives.
  • Ensure that appropriate and relevant policies and procedures are in place and that they are consistently applied throughout the organization and that all policies are aligned, and also communicate the values of IG.
  • Lead in the management of a responsive resourcing framework/system that ensures that critical and required skills are available for the delivery of IG’s objectives.
  • Ensure that IG has a Performance Management framework that facilitates the achievement of strategic objectives by building a fully engaged and highly skilled workforce.
  • Lead in the development and implementation of an effective remuneration, reward and benefits system that motivates, engages and retains staff and skills at IG.




Qualifications, Skills and Experience:

  • An Honors Bachelors’ Degree in any of the following fields: Human Resource Management, Social Work and Social Administration or Social Sciences or Public Administration or Commerce or Business Administration or Arts with a paper in Human Resource Management/Development.
  • A Master’s Degree in Human Resource Studies such as Human Resource Management, Human Resource Development and Organization Development.
  • Full Membership to the Human Resource Managers Association of Uganda will be an added advantage.
  • CIPD (Chartered Institute of Personnel and Development) and other Professional Qualifications is an added advantage.
  • A minimum of eight years of experience working within the Human Resources Function in a large organization
  • Three years of experience working at the level of Assistant Commissioner in Government or Head of an HR Unit or equivalent level of experience in a middle management position in a reputable organization.
  • Knowledgeable of the Employment/NSSF and Occupational Health and Safety Acts of Uganda.
  • Experience in developing and managing Performance Management Systems.
  • Demonstrated and proven experience in Talent Sourcing, Succession Planning & Management and Organization Development.
  • Proven experience in leadership development, implementation of learning and development programs, managing rewards and remunerations.
  • Experience in Strategic Planning and Management.
  • Strong Communication Skills (oral and written).
