About US:
The
Uganda Human Rights Commission is an Institution established under the
provisions of Article 51 (1) of the Constitution of the Republic of Uganda (as
amended), its legal mandate, functions and powers are enshrined in the UHRC Act
of 1997.
The
main function of the Commission is to protect and promote fundamental Human
Rights and freedoms in Uganda.
The
Commission would like to strengthen its human resource capacity by recruiting
dynamic and self- motivated individuals to complement its current staff in
implementation of its mandate as a National Human Rights Institution.
Job Summary: The Senior Procurement Officer will plan,
coordinate and manage the procurement and disposal of assets function of the
Commission to ensure value for money
Key Duties and Responsibilities:
·
Heading
the procurement and Disposal Unit of the Commission;
·
Developing
appropriate procurement systems, procedures and guidelines for the Commission;
·
Liaising
with end users to comply with all procurement procedures and requirements of
the Commission;
·
Guiding
the suppliers on procurement procedures:
·
Verifying
documentation relating to procurement and organizing the documentation for easy
use by all interested parties;
·
Liaising
with Accounts to ensure availability of procurement funds and timely payments
to suppliers;
·
Monitoring
implementation of procurement laws, regulations and guidelines.
Qualifications,
Skills and Experience:
·
The
ideal candidate must hold Bachelor’s
Degree in any of the following Disciplines: procurement/purchasing and
supplies, Business Administration or Commerce (procurement and supplies option)
and;
·
Level
6 (Graduate diploma in ClPS professional qualifications from the Chanered
Institute of Purchasing and Supply. (CIPS).
·
Must
be a member of the Chartered institute of Purchasing and Supply
·
Good
interpersonal & Communicational Skills
·
Training
on the new PPDA procedures
·
Proficiency
in Information and Communication technology
·
Report
writing skills
·
Five
or more years of experience in a supervisory position in procurement work from
a reputable organization;
