About US:

Trust AIC Foundation (TAF) formerly AIDS Information Centre-Uganda (AIC) is a catalytic not-for-profit Non-Governmental Organisation established on 14th February,1990 to provide Voluntary Counselling and Testing (VCT) services to the population of Uganda.

 

TAF was the pioneer HIV Counselling and Testing Centre in Africa. Over the last 33 years, TAF has since evolved into a thought-leader in HIV programming, Health Systems Strengthening and Knowledge Management.

 

Job Summary: The Project Officer – Key & Priority Populations shall ensure linkages across the Continuum of HIV Services for Key Populations affected by HIV. He/she conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs, truck drivers, incarcerated and fisher folk — and improve their enrollment and retention in care and treatment across the HIV cascade. This will accelerate the ability of district local governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.

 

Key Duties and Responsibilities:

  • Work with community structures to identify key populations and mapping their locations and comprehensively assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
  • Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and supporting the mainstreaming of human rights, gender and competency and capacity development.
  • Provides broad program and management support under the SOROTI Region
  • Serves as the primary interface with key population CBOs and works to build the capacity
  • Facilitate implementation of Prevention and Care, Support and Treatment activities for KP/PP, and ensure on-going program management, monitoring, and reporting of these activities.
  • Respond to a variety of programmatic, financial, administrative and logistics needs that arise from the project.
  • Provide program management and technical support to KP CBOs, the Cluster Team Leader and Technical Advisor –Prevention, Care and Treatment.
  • Provide program management and coordination support to assigned implementing partners (IPs),
  • Coordinate with the Regional program and technical team to ensure smooth implementation and alignment of program activities across IPs.
  • Assist in identifying Prevention and Care, Support and Treatment opportunities for the Cluster in Soroti region.
  • Provide technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects as appropriate.
  • Work closely with assigned teams to ensure activities targeting KPs and PPs are implemented according to Standard Operating Procedures (SOP’s) and national guidelines.
  • Monitor progress against program deliverables, goals and objectives.
  • Report regularly to the Cluster Team Leader, Technical Advisor and Program Manager on the progress and status of activities targeting KP/PP
  • Write and edit technical reports and documents. Assist with writing of abstracts and manuscripts documenting best and promising practices for publications, web pages, and presentations.
  • Conduct searches of published literature in the assigned technical area for evidence-based KP programming.
  • Monitor and maintain protocols, instruments, data sets, manuals, training materials and reports.
  • Coordinate and track the technical assistance strategy across the key results areas.
  • Work with the Capacity Development Advisor to develop, implement and/or coordinate capacity strengthening initiatives for KP program partners across the key results areas.
  • Support the development and review of sub-awards, work plans, reports, and budgets for KP CBOs.
  • Coordinate and contribute to the development, review, and submission of funder progress reports.
  • Stay current and up to date on all aspects of PEPFAR programming and reporting.
  • Perform other duties as may be assigned from time to time.





Qualifications, Skills and Experience:

  • The applicant for the Project Officer – Key & Priority Populations should hold a Bachelor’s degree in Social Sciences, Education, Development Studies, Community Psychology or a related field.
  • Post-graduate qualification in a related discipline
  • Three years of experience in HIV/AIDS Programming, preferably with PEPFAR-funded projects.
  • Previous work with Key and Priority Populations shall be an added advantage.
  • Training in HIV/AIDS Counselling
  • Evidence of ability to ride a motor cycle is a MUST
  • Computer proficiency in MS Office Applications
  • Willingness to work in rural settings
