Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary: The Information Technology Officer will mainly plan, design, implement, operate and monitor IT systems in line with the IT and organizational policy to meet organizational goals

 

Key Duties and Responsibilities:

Server administration: Install, configure, operate and maintain servers using the following technologies:

  • Hyper-V virtualization
  • Windows Server 2012 R2 configuration
  • Active Directory, Group Policy, DNS, DHCP, print server, WSUS, Failover Clustering, Windows Server backup, file server etc
  • SAN storage management
  • Server hardware maintenance
  • Exchange 2013 email server administration (load balanced Client Access Servers and DAG mailbox servers)

Networking: Design, install, operate and monitor the computer LAN, WAN and internet both at COE and regional offices:

  • Network design and installation
  • Switching and routing configuration
  • Internet firewall configuration (Bandwidth management, VPN management, etc)
  • Leased line and internet monitoring
  • WLAN administration

Security administration: Ensure all IT resources are secured both physical and logically

  • Firewall security management: Spam filtering, Web Application Filtering, Web and Application Firewall, State full Packet Inspection and Gateway Antivirus
  • Antivirus administration: central antivirus server and endpoint management
  • Encryption management
  • Biometric attendance and access control systems and CCTV management
  • Windows update server and client update management

Backup Administration: Manage online, offsite and offline backup backups using available systems

  • Coordinate with offsite backup service provider to ensure that backups are running smoothly
  • Run daily, weekly and monthly full or incremental internal offline backups
  • Plan restoration of backups and regularly test the backups
  • Perform backup contingency plans

Hardware and software maintenance:

  • Perform onsite component replacements like RAM, hard disks, etc, and liaise with vendors for repairs of equipment that cannot be repaired locally
  • Perform mass Operating System and software installation in liaison with user support assistant/helpdesk
  • Printer monitoring, troubleshooting and billing

Telephony management:

  • Alcatel PABX management and liaison with telephony vendor
  • Call Center and CRM management
  • Vonage box and Polycom management
  • Online Teleconferencing platform management (Skype, GoTo Meeting, WebEx, etc)
  • Sensaphone management
  • Fax management

Database and Web administration:

  • Maintain MySQL database back ends by performing regular database backups, checks and repairs
  • Maintain web and application servers
  • Provision/publish servers using high availability concepts like load balancing
  • WordPress intranet site management

User training and mentorship:

  • Regular user training at regional and district/health facility level
  • Prepare online tests for users to test user knowledge in the existing IT infrastructure

IT Administration:

  • Maintain an updated list of IT inventory, equipment the need repair and disposal
  • Participate in procurement by providing technical specifications and evaluation of IT solutions
  • Maintain a checklist for all IT systems to ensure continuous and uninterrupted support

Documentation:

  • Installation and configuration documentation
  • SOPs and policies documentation in liaison with the IT manager

 




Qualifications, Skills and Experience:

  • The applicant must hold a degree in Computer Science or Information technology
  • Five years of experience in Information Technology/Communication support, telephony systems, wide and local area networks including experience with common-carrier data networks; Microsoft and/or Cisco Network Certification or other network certification.
  • Experience in Windows server configurations (ADDS, DNS, Group Policy, DHCP, print server, WSUS, Windows backup, etc), server virtualization, high availability and load balancing configuration and other windows server installations
