Job Summary: The Accounts Officer will manage and coordinate the accounting function of UNS-SACCO so as to facilitate the achievement of the SACCO’s goals and objectives.
Key Duties and Responsibilities:
Financial management and accounting
- Providing management with monthly, quarterly, and annual financial reports for decision making;
- Preparation of final accounts, cashflow statement and forecast statements in line with the International Financial Reporting Standards (IFRS);
- Managing the financial resources, including advising on potential sources of revenue and cost control mechanisms;
- Ensuring that all financial records and books of accounts, including bank reconciliation statements, member accounts, General Ledgers are regularly updated;
- Ensuring all financial transactions are fully accounted for.
- Prepare and file monthly Tax returns, National Social Security Fund (NSSF) remittances or any other returns required by a government agency, ministry, or department.
- Advising on financial decisions of the SACCO;
- Managing the SACCO asset register;
Cashflow and investments management
- Advising of potential investment opportunities that boost profitability;
- Monitoring of cashflows to ensure sufficient SACCO liquidity to meet operational needs;
- Development of a performance analysis of investment options.
- Ensure the financial assets are optimally deployed to generate the best possible returns for the members.
- Maintain an efficient cash flow management system to ensure timely disbursement of loans and the prevalence of an overall environment of prudent fiscal management at UN S-SACCO
Internal controls and risk management
- Maintain a risk register for the operations of UNS-SACCO and design mitigation measures to manage the risks;
- Implement the annual Anti Money Laundering plan and perform the relevant quality assurance checks to ensure adherence.
- Ensure adherence to UNS-SACCO’S financial policies and procedures and suggest ways to improve systems and mitigate risks.
- Perform regular system checks to identify any irregularities and propose immediate corrective actions to the General Manager.
- Support and coordinate the internal audit activities while ensuring that all audit issues are addressed timely, transparently, and professionally.
- Coordinate the external audit of the books of accounts of UNS-SACCO in line with the required formats, agreed timelines and other statutory requirements.
- Provide the Supervisory Board with all necessary documents and information while performing their supervisory role.
Planning and Management (Contribution to Strategy and Direction)
- Providing technical support in the SACCO planning and budgeting process;
- Support the General Manager in the strategic planning and management of SACCO operations.
- Advise and assist SACCO governance with formulating ideas that can help achieve the strategic objectives.
- Develop and update the different financial and investment policies and procedures that are necessary for the efficient and effective running of the UNS-SACCO.
Other duties
- Perform any other lawful duties as may be requested/assigned by the General Manager from time to time.
Qualifications, Skills and Experience:
- Bachelor’s degree in Commerce (Accounting option), or Business administration (with a bias in Accounting), or Economics from a recognized University;
- Full Professional qualification in ACCA or CPA;
- Postgraduate diploma in Financial Management or accounting as an added advantage;
- At least three years of experience working in a similar post is desirable.
- Proficiency in accounting software, spreadsheets, databases, and other computer applications.
- Knowledge of SACCO operations, products and regulations is an added advantage.
- Ability to write concise reports.
- Ability to summarize large amounts of information into simple reports.
- Good communication, interpersonal and presentation skills.
- Excellent analytical, numerical, and problem-solving skills.
