About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Operations and Compliance Officer assists in the development of the Directorate of Development and Production strategic direction to enable supervision of the field monitors, development and implementation of field monitoring schedules, reporting on compliance of licensees, and development of guidelines to facilitate compliance of licensees. He/she reports to the Senior Officer Operations and Compliance.

 

Key Duties and Responsibilities:

  • Assist in the preparation of field monitoring schedules and participate in the monitoring of field activities.
  • Assist in scheduling work programs and budget review meetings, including Advisory Committee Meetings, Technical Committee Meetings, Finance Technical Meetings, Human Resource Meetings, and other periodic engagements between licensees and the Petroleum Authority of Uganda.
  • Follow up on the submissions, review, and endorsement of records of all meetings, workshops, and other such engagements with the licensed oil companies under development and production.
  • Support the preparation for audit meetings and other such engagements relating to Production Sharing Agreements under development and production.
  • Undertake the review of periodic update Statutory Reports submitted by Licensees.
  • Track project implementation schedules and agreed milestones for the activities under the upstream projects.
  • Track and follow up on the submission and archival of all the Development and Production data submitted by oil companies.
  • Assist in the review and evaluation of technical reports to ensure that the Development and Production Licensees’ work programs and budgets are implemented in accordance with the statutory requirements.
  • Assist in the maintenance of a compliance database for Development and Production Licensees.
  • Assist in the identification and development of monitoring guidelines and manuals for Development and Production Licensees.
  • Undertake periodic reporting on the progress of the upstream projects to internal and external stakeholders.
  • Support the planning, budgeting, and reporting of the activities of the Department.
  • Undertake any other duties as may be assigned from time to time.





Qualifications, Skills and Experience:

  • The applicant must hold an honor’s Bachelor’s Degree in Engineering or Geosciences or Public Relations from an internationally recognized University.
  • At least two (2) years of experience in the oil and gas sector.
