Specifically in Uganda, AKF currently supports programming in education, early childhood development (ECD) and strengthening civil society.
About F4L Project:
Foundations for Learning (F4L) is funded by Global Affairs Canada with the core objective of equipping a new generation of learners, teachers, school leaders, families, communities, civil society organizations, and government leaders with the knowledge, skills, attitudes, and values needed to promote more gender responsive and pluralist quality education systems for all in Uganda.
Working with 200 Schools communities in the districts of Arua and Yumbe West Nile, F4L will: Transform unequal gender norms and power dynamics in and through education, Increase access to more gender responsive, pluralist quality educational opportunities for marginalized girls, enhance the professional knowledge and skills of teachers and school leaders to provide more gender responsive, pluralist learning environments and experiences for marginalized girls and boys, foster more gender responsive, and pluralist education systems by designing new inclusive models for education improvement with government schools during the foundational years of learning, engage more families, households, and communities to transform beliefs, attitudes, and practices to actively support gender equity and equality in and through education, Influence future education policies and practices through evidence generation and communications that promote more gender responsive, pluralist education at scale, empower more girls by reducing gender and social barriers to educational access, transition, and performance rates and Connect schools with health and nutrition resources to equip learners, particularly girls, with the knowledge and skills needed to live safer, healthier lives.
Key Duties and Responsibilities:
- Support Programme staff and MERL Coordinator in the monitoring and evaluation of F4L in Arua and Yumbe districts in West Nile, Uganda.
- Assist MERL Coordinator to develop an M&E framework, M&E system and tools.
- Participate in design, implementation and support analysis of the baseline data and other ongoing surveys.
- Support analysis of programme quality, results and sustainability in relation to agreed indicators and targets, as well as achievement against the 4 I’s: Impact, Influence, Institutional Development, and Innovation.
- Work with programme teams and MERL Coordinator to ensure accurate and timely data collection, data maintenance and analysis.
- Support programme teams to ensure that M&E data and analysis are used to improve program quality and inform programmatic decisions.
- Be part of facilitating regular M&E Reviews for both implementing partners and other stakeholders.
- Support capacity-building of staff on M&E practices and data collection.
- Ensure communication with country and regional levels on the documentation and dissemination of programme results and key lessons learned.
- Support programme manager and the MERL Coordinator to develop a system for documenting and sharing information and learning at programme and country levels.
- Support regular visits to the field, as required, to support implementation of M&E and to identify where adaptations might be needed.
- Work with the MERL Coordinator and Programme Manager to ensure project monitoring arrangements comply with project funding agreements and the provisions of funding agreements are fully observed in the design of the project M&E.
- In collaboration with MERL Coordinator, ensure M&E frameworks are gender inclusive.
- Provide support to external partners, such as strengthening civil society programme partners, to review, assess and improve their M&E systems, procedures and practices to ensure the effective and efficient tracking of results.
- Support programme and MERL Coordinator to integrate, develop, and leverage learning processes that meet programme needs across.
Qualifications, Skills and Experience:
- The applicant must hold a bachelor’s degree in development studies, Statistics, Economics, or any other relevant field is required.
- Three to four years of field experience in monitoring and evaluation of development projects especially youth projects.
- Experience managing database management information system.
- Ability to work independently, strategically, lead and work within a team.
- Demonstrated knowledge and capacity to design and implement quantitative and qualitative surveys and studies.
- Excellent verbal and written communication and report writing skills is required.
- Strong computer and analytical skills, along with experience managing complex data sets, using different analysis tools.
- Strong report writing skills.
- Willingness to be based in the field, travelling to remote locations is a must.
- Knowledge of the local language (Aringa and Lugbarati) is an added advantage.
- Ability to communicate clearly and effectively with diverse audiences in English.
- Ability to ride a Motorbike and must possess a valid riding permit.
