About USAID SITES Project:
The Strategic Information Technical Support (SITES) Activity is a seven-year project that was awarded by the United States Agency for International Development (USAID) to Social & Scientific Systems Inc. (SSS), a DLH company. The purpose of the SITES Activity is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly in areas of Family Health (MCH, FP, Nutrition, malaria, WASH, TB), HIV/AIDS as well as orphans and vulnerable children (OVC).
Job Summary: The Health Data Analyst will provide subject matter epidemiological expertise in improving the quality and use of national, district, facility and community HIV/AIDS and Family Health data.
Collaborate with the organizational units of SITES to provide technical support to USG teams and implementing partners (IPs), as well as work closely with national and subnational stakeholders to support evidence-based planning, programming, and management of Uganda’s health sector.
Key Duties and Responsibilities:
Support the review and revision of the data collection tools for relevant national databases including but not limited to the health management information system (HMIS) and database-DHIS 2, OVC MIS:
- Lead USAID Family Health (FH) efforts in incorporating missing FH & Malaria indicators in HMIS.
- Support the development and implementation of USG/SITES’s analytical agenda.
- Use of evidence by USAID HIV/AIDS and Family Health (FH) Teams and IPs to inform planning, programming, and management of Uganda’s health sector:
- Produce analytic briefs and factsheets based on guidance from SITES management team.
- Develop, review, and update the HIV/AIDS and Family Health Dashboards
- Engage IPs to undertake data cleaning/quality control activities for the HIV/AIDS and Family Health Dashboard leaks/gaps.
- Prepare USAID HIV/AIDS and Family Health IP’s performance summary reports.
- Prepare monthly, quarterly, and ad hoc Family Health & Malaria analytics.
- Support analytics for Government/MoH Division of Health Information.
Performance management and improvement of implementing partners and results management at national and subnational levels:
- Support USAID in reviewing AMELPs of Partners for alignment to cater for key USAID FH indicators.
- Prepare monthly strategic FHT IP presentations and/or feedback to facilitate performance reviews.
- Support the design and implementation of continuous evaluation and improvement (CE&I) activities including rapid assessments and special studies.
- Performs additional duties as required.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in statistics, public health or epidemiology or related disciplines.
- At least five years of hands-on experience designing and conducting health and HIV/AIDS analyses and survey/studies in Uganda.
- Proficient/certified in the use of statistical packages and database maintenance/update, able to train others and have excellent teamwork and communication skills.
- Ability to solve problems independently and work with minimum supervision.
- Demonstrated strong facilitation, relationship-building, negotiating, and influencing skills especially within a complex public, private, donor, and implementing partner environments.
- Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines.
- Ability to work with minimum supervision.
- Analytical and writing skills.
- Use of Microsoft suite, in particular Excel for data analytics and/or other statistical packages.
