Monitoring Evaluation Accountability and Learning Officer (WASH)

About the Role

Monitoring Evaluation Accountability and Learning (MEAL) Officer will be required to support effective
programme monitoring and learning, data management, data quality assurance, enabling
adaptive management, and promoting efficiency and effectiveness of the WASH
programme. The MEAL Officer will be a team player with the ability to
design mobile data collection tools using applications like mWater and Commcare.
design and utilize monitoring and evaluation plans and frame works and take the
initiative to identify gaps and challenges and propose solutions.

The key responsibilities
of the role will be:

Implementation of GU’s MEAL strategy and system

  • Participate
    in the design and implementation a GU Monitoring & Evaluation
    (M&E) Strategy and related systems/tools that integrates various MEAL
    requirements for WASH whilst streamlining monitoring and reporting tools,
    data capture, databases and monitoring processes
  • Use qualitative
    approaches to monitoring, evaluation and learning in WASH.
  • Develop
    /draft WASH results frameworks, indicators and data collection plans in
    line with the donor requirements.
  • Support
    in the development of proposals, specifically the theory of change and
    measurement plans

Data collection, analysis and reporting

  • Design
    data collection tools, supervise data collection, conduct data analysis and
    write high quality reports for baselines, annual follow up surveys, end
    line surveys, assessments and regular monitoring.
  • Design
    databases for capturing and managing monitoring data.
  • Generate
    monthly reports drawing from the database and monitoring tools, ensuring
    reports/information are available to Programme staff as required.
  • Closely
    monitor and report on the results and progress made in the implementation
    of WASH activities in line with the implementation plan and budget.
  • Conduct
    data quality assurance to ensure data collected is accurate, reliable and
    with high integrity.
  • Conduct
    regular field visits to ensure all elements of the MEAL system are being
    utilized effectively, assessing and identifying breakdowns and areas that
    require clarifications and improvement

Database management

  • Ensure that the
    databases developed capture data according to GOAL indicators and in line
    with the GOAL WASH programme objectives.
  • Ensure database
    and monitoring information is regularly reviewed, cleaned, updated and
    shared, and that data is stored in accordance with GOAL’s global policies,
    data protection and compliance measures.

Learning and innovation

  • Promote internal
    organizational learning based on baselines, annual follow up surveys, end
    line surveys, assessments and regular monitoring conducted in the
    organization under WASH.
  • Support GOAL’s
    knowledge development and management by capturing, storing and disseminating
    lessons learned from project implementation as well as ensure data
    utilization for improved programme quality.
  • Document lessons
    learned and best practices for knowledge sharing and learning.
  • Suggest and
    share innovations based on the lessons learnt.
  • Work with the
    wider MEAL team to produce and implement a Communications Plan for both
    internal and external stakeholders
  • Work with MEAL
    and Programme staff to ensure the regular development and dissemination of
    high-quality communication and learning materials such as learning briefs,
    case studies, success/challenge stories, newsletters, blogs, photo
    journals and videos for GU’s programmes as per the Communications Plan
  • Ensure
    compliance with GU and GOAL Global communications and branding protocols
    and standards

Capacity building

  • Develop
    training materials and conduct trainings to GU and partner staff on identified
    areas, including results-based management and creating effective
    monitoring indicators, plans, processes, and systems to improve
    performance monitoring.
  • Disseminate
    and train staff and partners on the use of any new tools developed for
    Monitoring Evaluation and Learning.

Qualifications,
Skills and Experience
:

Essential

·       
A degree in social sciences, development studies or
related discipline

·       
Professional training in monitoring and evaluation
is essential.

·       
At least two years of demonstrated experience in
monitoring, evaluation, accountability and learning, especially in WASH
programme.

·       
Experience in qualitative data collection
methodologies including outcome monitoring and other participatory approaches
to monitoring, evaluation and learning.

·       
Experience in facilitating learning within organizations
and in sharing learning and evidence with internal and external audiences

·       
Excellent interpersonal and communication skills
incl. the ability to represent numeric, financial or other information visually
and in simple language

·       
Ability to establish and maintain effective working
relationships in a multi-cultural environment

·       
Ability to summarise large sets of data and
technical information into concise and tailored reports for various target
groups

·       
Excellent ability in use of Word, Excel, PowerPoint,
Outlook and aptitude to learn to use new software

·       
High proficiency in MIS tools and databases such as
CommCare, PowerBi and mWater

·       
Highly organized and able to manage multiple, simultaneous
demands and able to work in a fluid environment and adhere to deadlines

·       
Excellent written and verbal English language skills

Desirable:

·       
Relevant experience in an international NGO and/or
in developing countries.

·       
Specific technical knowledge or experience of INGO
approaches, thematic areas

GOAL

Established in 1977,

General description of the country programme:

First operational in
Uganda in 1979, the current GOAL Uganda country programme focuses on Health
(including WASH, Health Accountability and Nutrition programming); and a market
based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda
mainstreams gender, child protection, social behaviour change and resilience
strategies across all programming. GOAL works on a district focused approach
and uses a mixture of direct implementation and partnerships with national and
international civil society organizations, local government, the private sector
and communities to give effect to our mission.

GOAL Uganda has a
skilled team of approximately 100 personnel and manages an annual operating
budget of approximately €8.7 million (2018). GOAL is currently operational in
the North, South, East and West of Uganda with six established offices in
Kampala, Lira, Bugiri, Abim, Kaabong and Agago Districts. GOAL Uganda country
programme is funded by a number of donors who include Mastercard, charity: water,
Irish Aid and some small foundations.

Remuneration Package and Benefits

Our package includes
a competitive salary, health insurance cover for up to 3 dependents, comprehensive
24 hour personal accident cover, terminal benefits equivalent to one month for
each completed year of service and our working hours provide for a half day on
