About ReLAB-HS:

The Learning, Acting and Building for Rehabilitation (ReLAB-HS) in collaboration with WHO is supporting the Ministry of Health (MoH) to develop the first ever National Rehabilitation and Assistive Technology Strategic Plan for Uganda.

The plan is currently at an advanced draft level (Version1), pending addressing the gaps: harmonization, implementation plan, M&E, and Costing. ReLAB-HS is therefore seeking an expert to provide technical support in leading the completion of the strategic plan.

 

Overall purpose: The expert will provide technical support in all the activities geared towards the completion of the strategic plan, while working closely with the MoH focal person, ReLAB-HS technical team and WHO country office. The areas of focus will include:  The standard structure layout, strategic directions, the monitoring and evaluation framework, implementation framework and costing of the strategic plan.

 

Specific roles and responsibilities

  • Review, key strategic global and national strategic documents for running across the period 2020 to 2030 to identify, goals, targets and broad key priority strategic actions that will have implications for priority strategic actions for national rehabilitation and assistive technology strategic plan. Documents to be reviewed should include and may not necessarily be limited to the following:
  • National Development Plan
  • Draft HSDPIII (2020-2025)
  • MOH Strategic plan (2020-2025)
  • Uganda ATAC & rATA reports
  • Lead the carrying out of nationwide consultations to obtain input and buy-in from the different stakeholders
  • Compile the feedback or input from the nationwide consultations to improve the strategic plan
  • Present the updated strategic plan to the Rehab & AT Interim WG
  • Work closely with the Ministry of Health Division disability and rehabilitation to finalize the strategic plan

 

Deliverables and progress reports

  • Obtain stakeholder inputs and feedback from the nationwide consultations into the draft strategic plan
  • Incorporate recommendations from the national stakeholders’ validation meetings into the draft plan
  • Present final document to the interim Rehab and AT TWG, CHW TWG up to the final approval stages of the MOH (CH-TWG, SMC, HPAC, Top Mgt)

 

Please note:

  1. Deliverables shall be completed in accordance with the government of Uganda MoH standards
  2. All communications related to deliverables must be done over email and sent to designated ReLAB-HS, WHO CO, and Ministry of Health of Uganda focal point/ACHS-DAR.
  3. The Consultant will keep the ReLAB-HS country office, WHO CO, and Ministry of Health of Uganda focal point/ACHS-DAR abreast of progress on deliverables through regular email and phone communications as needed.
  4. The Consultant shall promptly inform the ReLAB-HS Country Director and MoH Focal person / ACHS-DAR in writing should any concerns arise regarding meeting the task and deliverables schedul The Consultant shall provide in writing suggestions for minimizing costs caused by delays.
  5. If additional materials or clarifications on the terms of reference are needed for the performance of the services under this Agreement, the Consultant will send a written request to the designated WHO CO and ReLAB-HS Uganda country office representativ

 

Duration of the assignment

The assignment is expected to last one months (21 working days), non-financial extension is possible

The consultant will need to accomplish the following tasks during the period:

Organize one national stakeholders’ and R-TWG validation workshops

6 Presentation of new Rehab plan  to CH-TWG Presentation 1 day
7 Presentation of new Rehab plan  to SMC Presentation 1 day

Desired Technical Specifications: Qualifications, Competencies, and Experience

 

Educational Qualifications

  • A master’s degree in Public health, Health Systems Research, M&E, Social policy, Social sciences, or related qualifications.
  • A Bachelor’s degree in any of the rehabilitation professions, or other related discipline with experience in developing national strategic plans.

 

Experience and Technical Knowledge Required:

  • Over 10 years of experience working in the public health sector, of which not less than 5 years of experience in consultancy services for rehabilitation health systems in Uganda, Regional & International; Human resources for Health; and Public Health.
  • Previous experience working with the government of Uganda’s Ministry of Health; knowledge of the objectives and operations of the MOH, MOH strategic plan, and or the public health activities of other East African communities, or international donor organizations.
  • Knowledge of Ugandan government and non-government systems and stakeholders in public health programming underscoring disability, rehabilitation and Assistive technology (AT) health systems strengthening
  • Demonstrable experience in developing high quality national-level policy and regulatory frameworks in Uganda related to disability, rehabilitation and Assistive technology (AT) field.
  • Knowledge of disability, rehabilitation and Assistive technology (AT) programming and relevant national and sub-national coordination entities at district and community levels.
  • Experience working with Local, National and International Organizations involved in the rehabilitation field (Implementing partners, development agencies, CSOs/CBOs) stakeholders among public and private sectors as well as development agencies.
  • Knowledge of best practices for implementing Rehabilitation health services/ programs and experience of developing guidance for implementation of such programs.

 Writing and Language skills:

    • Excellent written and verbal communication in English is required.
    • Knowledge of the common local languages is an asset.

Evaluation Criteria

 The technical proposal shall be weighted at 75% and 25% for the Financial proposal.

 

Payment Schedule

This is a time-based and outcome-oriented contract.

 

Remuneration

The final remuneration will be negotiated between technical expert and ReLAB-HS.
