Job Summary: The Programme Analyst, Delivery of
Rights, will substantively contribute to
the UNFPA implementation, coordination and monitoring of programme activities
across the Acholi sub-region in the areas of Sexual Reproductive Health and
Rights (SRHR), HIV/AIDS, Gender-Based Violence (GBV), gender and population
issues in both humanitarian and development settings. The Programme Analyst
will provide technical support to the district local government, local
development partners and implementing partners to ensure optimal programme
implementation, effective use of resources, quality tracking of results,
adequate coordination, advocacy for policy change and clear communication of
UNFPA mandate, work and results in the region across humanitarian and
development settings.
S/he will be based in Gulu and work closely with Gulu DO
staff and country office staff based in Kampala. S/he will work under the
overall guidance of the Representative and the Team leader of Integrated Field
Support and will be directly supervised by the Programme Coordinator-Gulu.
Under the overall supervision of the Representative and
direct supervision of the Programme Coordinator in Gulu, the Programme Analyst
substantively contributes to the effective delivery of an integrated package of
rights (SRHR/GBV/HIV) in Acholi sub region of Uganda.
The Programme Analyst will provide high quality technical
inputs and be responsible for programme development, implementation, results
monitoring, knowledge management, and policy advocacy in the area of GBV,
gender equality and SRHR. S/he will work to keep the issues of GBV and SRHR
high on the agenda of Local Government/s and of the Local Development Partners,
optimize the allocation of resources, influence policies and improve
consistency and effectiveness of UNFPA’s work in the region within a framework
of integrated delivery of SRHR/GBV/HIV.
Key Duties and Responsibilities:
·
Overseeing UNFPA programmes in the Acholi
subregion of Uganda to deliver an integrated package of rights (SRHR/GBV/HIV),
i.e. managing, monitoring and evaluating ongoing UNFPA programme implementation
in the region in the area of GBV, gender equality and SRHR for women and young
people. This includes: analyzing factors affecting the achievement of results,
recommending corrective actions and following up on recommendations; providing
technical support to ensure efficiency, effectiveness and coherence of
programme implementation; ensuring necessary support to Implementing Partners
and robust tracking of programme implementation.

Contributing to effective coordination related
to SRHR/GBV/HIV and gender equality in the region by being actively involved in
key coordination meetings at district and regional levels. This includes
participating in relevant humanitarian meetings, including settlement
coordination meetings etc.

Promoting UNFPA’s mandate areas in district
development planning and budgeting processes in the Region
·
Establishing and maintaining mutually respectful
relationships with strategic partners, DLG, development partners, implementing
partners and other duty bearers in the Region and providing technical support
to partners when needed, including trainings on SRHR/GBV/HIV and Gender for
service providers, DLG, CSO etc.
·
Actively promoting and supporting UN
Reform/delivering as one initiatives and the UN Area Coordination in the region
to strengthen coordination, coherence and efficiency of the programmes
·
Analyzing and interpreting the political, social
and economic environment relevant to GBV,
gender equality and SRHR in the region and identifies needs and
opportunities for UNFPA assistance and interventions. Keeping abreast of new
national policy developments and strategies analyzing policy papers, strategy
documents, national plans and development frameworks
·
Supporting capacity building of district local
governments and local partners to generate, analyse and utilize quality data
for evidence-based decision making, policy and program formulation, monitoring
and evaluation in support of integrated district-level development and
humanitarian response.
·
Contributing to the creation and sharing of
knowledge in UNFPA and to partners and donors by collecting data, synthesizing
and documenting findings and lessons learned, success stories and best practices
of UNFPA programmes
·
Supporting visibility and resource mobilization,
including proposal writing, establishing and maintaining a network of donor and
public information contacts and providing assistance in organizing and
conducting donor meetings, high level visits and public information events
·
As appropriate, undertake any other related
duties as required
Qualifications, Skills and Experience:
·
The ideal candidate for the United Nations
UNFPA Programme Analyst, Delivery of Rights job opportunity should hold
an advanced degree in health, gender, human rights, demography,
development, law and/or other related social science field.
·
A minimum of two years of professional
experience in project management of development programmes required.
·
Significant work experience in the field of
Sexual and Reproductive Health and Rights is preferred.
·
Specialized knowledge and experience within
Health Systems Strengthening and integrated SRHR/GBV/HIV approaches will be
desired.
·
Field experience is an asset.
·
A thorough understanding of the UN system in
general, and especially UNFPA mandate, its policies and operations and current
development topics and political issues in Uganda will be an added advantage.
·
