We provide Comprehensive Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.
About Project:
A supplement program funded by BPRM, called, the Integrated Nutrition, Community Health, and Rehabilitation for Greater Empowerment (INCHARGE) program funds UNHCR program gaps and emergency (COVID-19) response activities. The project targets 797,287 refugees living in the above-mentioned settlements and at the reception/transit centers of Nyakabande, Matanda, Ntoroko and Kagoma.
From August 2021 through July 2024, the programs goal is to increase access to comprehensive life-saving primary health care services while promoting meaningful access to safe rehabilitative and psychosocial support that is accountable to refugees and host populations in West Nile, Southwest, and Midwest Uganda settlements and transit centres.
Job Summary: The Project Coordinator-PRM & Emergency will be responsible for managing MTIs portion of Health Funding from PRM; planning and ensuring implementation of all PRM activities, ensuring all aspects of the program cycles are carried out and reports to donors and partners. The Project Coordinator is also responsible for emergency responses within country, including assessing and communicating gaps and managing MTI interventions.
Key Duties and Responsibilities:
PRM Project Coordination:
- Ensure timely implementation of planned activities and liaise with program team (including the Program Managers and Team Leaders and all involved partners for effective planning, execution and evaluation
- Monitor compliance with donor regulations applicable to projects implemented in the field with regards to finance, logistics, security, HR, and administration. Ensure that all assets and constructions carried out in the project are labelled as per donor requirements
- Monitor overall budget expenditure and submit regular financial reports; inform Director of Programs on budgetary challenges as they arise and prepare budget revision as required
- Track budget performance, analyse and give recommendations on budget versus actuals (BVA) on all activities under PRM in the different MTI locations, including specific COVID 19 and other epidemics diseases related activities under UNHCR/PRM and possible other donors.
- Assist Director of Programs in ensuring quality standards and standard operating procedures in relation to PRM funded programming
- Participate in the needs assessment/surveys, design, implementation, monitoring and evaluation of all program activities PRM in the different MTI locations, including specific COVID 19 etc. etc.
- Lead monthly report writing on program progress, obstacles and recommendations
- Lead in donor report writing as requested; including gathering of information and ensuring its accuracy and timely submission
- Prepare media briefs and any other relevant information material and packages to increase project visibility
Emergency response management:
- Responsible for developing Uganda specific emergency preparedness plans and response plans / together with HRT
- Responsible for assessing gaps/needs and putting clear assessments in place
- Oversee direct implementation during emergencies including budgeting, SitReps, communication etc.
- Coordinate with MTI Uganda HR to develop organizational charts and support the recruitment for emergency response.
- Assist program management in filing and record keeping of project activities and data entry of program statistics as requested
- Participate at all stages of project cycle, providing technical inputs at each stage to ensure maximum health impacts
- Represent MTI in coordination meetings with, PRM, MoH, UNHCR and other partners relevant to project implementation or relevant to new emergencies.
- Coordinate, integrate and report on all COVID 19 and other epidemics diseases related activities under UNHCR/PRM in the different MTI locations.
- Support staff, District, Sub County, and Village Task Forces capacity building on COVID 19 and other epidemics diseases related activities under UNHCR/PRM in the different MTI locations.
- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
- Other duties as assigned
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Public Health, Development Studies, International Relations or related field is required; Postgraduate qualifications are an added advantage
- At least five years of experience in project management in the humanitarian sector is required; experience in health-related projects is preferred
- Experience with management of PRM funding is preferred
- Experience working with INGOs is required
- In-depth knowledge of project cycle management and its application in emergency and development programs
- Highly skilled project cycle management, including budget development and management
- Highly skilled in analysing data and writing reports
- Skilled in using appropriate database systems (eg. ERP, HIS, HRIS etc.) and Microsoft Word, Excel and Outlook
- Excellent interpersonal and communication skills, with a strong command of English
- Ability to collaborate within multi-ethnic and multi-functional teams
- Ability to maintain detailed records with high accuracy
- Ability to prioritize tasks to meet deadlines
- Ability to support MTI Calling and adhere to the MTI Code of Conduct
