Job Summary:   The Programme Specialist Reproductive Health
will be responsible for coordination and providing technical oversight for
Reproductive Health (RH) – Maternal Health (MH) and Family Planning (FP) – for
UNFPA Uganda Country Office. You will also be responsible for providing overall
technical and programmatic leadership for the four-year Netherlands-supported
project: ‘Advancing Sexual Reproductive Health Rights (SRHR) to the last mile
in Uganda: Delivery of an Integrated Package of Rights and people-centered
leadership to address inequalities’. You will be reporting directly to the Head
of the Integrated Sexual and Reproductive Health and Rights (ISRHR)
team/Assistant Representative.

Job Purpose: As
the UN Sexual and Reproductive Health Agency, UNFPA focuses on the delivery of
the Integrate Sexual and Reproductive and Rights (ISRHR) services with the
target of reducing preventable maternal deaths and unmet need of family
planning to zero by 2030 (Transformative Results 1 and 2). This is also in line
with UNFPA’s approach of delivering an ‘Integrated Package of Rights’ that
includes Maternal Health; Family Planning; HIV Prevention; Adolescents and
Youth Sexual and Reproductive Health; and prevention and response to
Gender-Based Violence and other harmful practices.

You will therefore be a critical member of staff for
advancing RH within UNFPA’s ISRHR framework, working closely with relevant
UNFPA staff and other stakeholders. This includes supporting the Government of
Uganda at both national and sub-national levels, and other relevant RH
stakeholders, to ensure integrated delivery of MH and FP services.

Further, you will be responsible for providing overall
technical and programmatic leadership for the four-year Netherlands-supported
project: ‘Advancing Sexual Reproductive Health Rights (SRHR) to the last mile
in Uganda: Delivery of an Integrated Package of Rights and people-centered
leadership to address inequalities’. The goal of the project is to contribute
to achievement of universal access to SRHR of women, girls, boys and men
including disadvantaged and vulnerable populations in Uganda. The projects puts
due focus on 12 districts in West Nile and Acholi sub-regions including six
refugee-hosting districts of Arua, Yumbe, Koboko, Adjumani, Moyo and Lamwo and
six non-refugee districts of Zombo, Nebbi, Maracha, Pakwach, Amuru and Agago.

Key Duties and Responsibilities:  

·       
Participating in providing strategic policy and
programmatic direction for RH (MH and FP) at national and subnational levels,
including humanitarian settings.

·       
Providing leadership in programming, including
planning, implementation, monitoring, evaluation and reporting for the
‘Advancing Sexual Reproductive Health Rights (SRHR) to the last mile in Uganda:
Delivery of an Integrated Package of Rights and people-centered leadership to
address inequalities’ project.

·       
Providing technical direction and instituting
timely corrective measures for the ‘Advancing Sexual Reproductive Health Rights
(SRHR) to the last mile in Uganda: Delivery of an Integrated Package of Rights
and people-centered leadership to address inequalities’ project.

·       
Working with UNFPA technical staff and other
relevant stakeholders to ensure integrated/coordinated, appropriate, effective
and efficient delivery of RH services.

·       
Providing financial oversight – in collaboration
with the designated financial focal person – for the ‘Advancing Sexual Reproductive
Health Rights (SRHR) to the last mile in Uganda: Delivery of an Integrated
Package of Rights and people-centered leadership to address inequalities’
project.

·       
Participating in resource mobilization efforts
for RH initiatives including generation of evidence and proposal writing.

·       
Identification, documentation and dissemination
of RH good practices and lessons learnt to inform RH policy and programming.

·       
Performing any other duties as may be assigned.

Qualifications, Skills and Experience:

·       
The ideal candidate for the United Nations
UNFPA Programme Specialist Reproductive Health  job opportunity should hold an advanced
degree in Obstetrics and Gynecology, Public health, health policy, population,
development, and/or other related field.

·       
At least five years of experience in RH
programming.

·       
Experience working with the Ministry of Health
and Local Government (districts) is desirable.

·       
Good computer/information systems skills.

·       
Understanding of the UN system in general, and
especially UNFPA’s mandate, policies, operations and development topics within
the Ugandan setting is an added advantage.

·       
Languages: Fluency in English;
knowledge of languages spoken in project districts such as Kiswahili is an
added advantage.
