Job Summary:  The Monitoring & Evaluation Officer will work as part of UNICEF-integrated programming to support the education, skilling, protection, and well-being of children and adolescents in Adjumani, Lamwo, Yumbe, and Madi Okolo districts under the direct supervision of the Field Coordinator and in close consultation with the Monitoring and Evaluation Coordinator and other members of the Project Management Unit (PMU). The incumbent will support the design of tailored tools and implement the Project Monitoring, Evaluation, and Reporting Plan. The M&E Officer will work closely with the Programme Management Unit (PMU) in designing and implementing M&E for the project.

 

Key Duties and Responsibilities:

Generic responsibilities

  • Support the development and strengthening of Monitoring and Evaluation (M&E) systems, including learning and accountability and generation of reliable data for results-based management of the M&E unit and strengthen project implementation.
  • Support the development of new project proposals, including the development of logical frameworks, and jointly set realistic and gender-sensitive indicators and targets.
  • Develop and regularly update monitoring performance measurements with project staff, such as quality benchmarks and indicators and performance tracking.
  • Undertake and oversee regular field monitoring and evaluation visits with field staff and in coordination with M&E Coordinator to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
  • Support methodological design and implementation approach for project assessments and surveys as well as monitoring plans.
  • Support quantitative data analysis and report production for periodical assessment, surveys, and other surveys-related specialized studies.
  • Support project management with the preparation of timely Donor Reports to ensure compliance with key project indicators and objectives.
  • Organize and conduct Monitoring and Evaluation related capacity enhancement activities with project personnel as needed.
  • Support project staff with after-action reviews and documentation of lessons.
  • Support the measure of project deliverables and intermediate outcomes.
  • Support the development of improved information management systems within the project.
  • Perform such other duties as may be assigned.

Specific responsibilities

  • Responsible for managing, recording, sharing, following up, and consolidating community feedback about NRC’s interventions and ensuring community feedback is fed back into the project cycle management.
  • Work closely with the program teams, and M&E Coordinator to make ensure all databases are updated timely.
  • Responsible for data collection, entry, and analysis.
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance, and tools.
  • Work in close collaboration with the M&E Coordinator and update monthly project progress on the GORs system using data from Area Office M&E Matrixes.
  • Contribute to the writing of M&E reports according to NRC standards.
  • Support program staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis, and use.
  • Contribute to organizational learning through supporting specific analysis, lessons learned, and reports.
  • Capacity building and training of program and M&E support staff on M&E concepts and methodologies.
  • Design and develop a data management system of high availability and quality that collects, analyzes, and processes information on the project activities and its beneficiaries.
  • Develop and actively participate in the baseline and end-line surveys particularly field data collation using mobile data collection methods, training and supervising enumerators, data entry, and analysis.
  • Ensure complete and accurate project information is reported timely to the M&E coordinator and program team with necessary disaggregation (data by area/location, core competency, gender, type of beneficiaries (refugees, host community).
  • Support the implementation of needs assessment, and surveys with quantitative and qualitative tools as part of data collection initiatives in the M&E Unit, including distributions and post distributions monitoring.
  • Any other duties that may develop throughout the contract and are assigned by the line manager.





Qualifications, Skills and Experience:

  • The applicant must hold a University degree in Statistics, Information Systems Management, Social Sciences, or related qualification. Post graduate diploma (PGD) in Monitoring and Evaluation is an added advantage.
  • Four years of relevant/similar experience in an NGO preferably in a humanitarian setting.
  • Good interpersonal skills and ability to effectively collaborate with multiple stakeholders, mainly communities.
  • Ability to receive and handle confidential and sensitive information (highly approachable, trustworthy, and confidential).
  • Excellent knowledge of digital data collection platforms and methodologies. KoBo Toolbox, ODK, and other Mobile data collection tools.
  • Extensive computer skills: MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages. Knowledge of PowerBi is an advantage.
  • Ability to design and develop Monitoring, Evaluation, Learning, and Accountability strategy, methodologies, and tools.
  • Fluency in English, both written and verbal.
  • Demonstrated experience establishing and managing robust complaint-response mechanisms.
  • Ability to consolidate information from multiple sources and write timely and concise analysis and report writing.
  • Good skills in training and capacity building in M&E.
  • And any other duties as may be assigned by your supervisors.
