Job Summary: The Country Finance Officer supports the country’s finance function. Country Finance focuses on a correct and exhaustive country and project finance, reported in a timely manner and which is compliant to SNV policies and procedures as well as donor procedures, regulations and guidelines.
The Country Finance Officer checks, executes, consolidates, and reports on financial and non-financial data in the country and checks financial project administration. Ensures the stability and transparency of the overall country finances, in order to be compliant to SNV’s corporate financial guidelines and procedures as well as donor requirements, accounting and reporting regulations.
Key Duties and Responsibilities:
- Providing (non) requested financial data, analyses and advice to relevant internal and external parties as input for further decision-making and handling. Giving advice, balancing country interests, relevant regulation, corporate standards and guidelines, considering the project set-up with different donor(s) and in line with business requirements and SNV’s corporate financial guidelines and regulations.
- Answering questions regarding financial administration and data, based on requests and corporate procedures. Contributing to global finance procedures and guidelines, finance strategy in the country and project finance by giving feedback and proposing changes.
- Executing, checking and consolidating all necessary activities to assure complete and correct allocation of costs and time.
- Ensuring that internal- and external reporting are aligned to financial regulations, SNV financial standards and guidelines and donor requirements. Assists in the management of intercompany projects.
- Supporting all budget holders in being compliant to internal- and external procedures and regulations and SNV and donor guidelines regarding the financial administration of country operations and projects. If applicable executing or supporting in execution of all financial related activities within the country (annual budgeting process, periodic forecasting, support control, monitoring and auditing).
- Providing (input for) financial reports and analysis, to provide insight in the overall country and projects financial status to both internal and external (e.g. donors) parties in order to safeguard financial performance, profitability and to estimate financial risks and take precautions.
- Ensuring correct, exhaustive reporting to donors within agreed timelines, in line with donor and SNV financial guidelines.
- Assisting in development of budgets in proposals up to budget value of the set threshold. Taking the lead or supporting in the financial part of a proposal from start to submission by developing, reviewing and refining budgets in line with full cost recovery policy, donor requirements, Finance-, Human Resources- and Business Development policies and procedures.
- Supporting the registration of financial data (coherence of data) in diverse information systems. Assisting in the capacity building of new implementation partners in sub grants management.
- Guiding, developing, coaching and motivating the finance employees, in order to realise department’s objectives.
Qualifications, Skills and Experience:
- The applicant should at least hold a degree with either a bachelor’s in Accounting/ Finance or related field.
- Five years of experience in senior Finance position in a non profit organisation.
- Professional certificate in accounting.
- Computer literate, proficient with MS Word, Excel, and financial applications.
- Strong work ethics, high level of confidentiality and Integrity
- At least five years of experience in an NGO environment, of which three at a middle management level within a finance department
- Strong analytical, decision making and strategic planning skills with the ability articulate complex information in an easy-to-understand manner
- Ability to Prioritise, plan ahead, and manage a complex and diverse workload with tight deadlines.
- Excellent understanding of financial systems, controls and procedures.
- Excellent understanding of computerized accounts packages, SAP by design, Excel, PowerPoint and Word
- Fluency in written and spoken English
