Gross salary: 3m – 3.2 m UGX (dependent on experience)

In Uganda we are operating in both the refugee and development contexts.

Job Summary:  The main responsibility of the Project Officer will be to support with projects planning and implementation, project design, monitoring and evaluation and reporting. The role will involve working closely with the Programmes Manager, the M&E team, partners and Government stakeholders. Street Child Uganda promotes and believes in localisation and therefore, most (if not all) of our project implementation is done with Local or National Partners. This role will therefore support the partners to implement their project but will not be directly responsible for the activities.

Key Duties and Responsibilities:

Project implementation: (40%)

• Participate in project meetings and ensure the participation of all local partners and key stakeholders.
• Support and monitor the work of our local partners and strengthen their capacity as necessary to deliver the project aims and activities
• Create effective working relationships with all partners and stakeholders at field level ensuring open communication is maintained and relevant issues / challenges are brought to the attention of the Programmes Manager on a timely basis
• Where applicable, directly deliver or support technical trainings as per the project training plans.
• Inform the Programmes Manager of all logistical requirements for meetings/ trainings for timely procurement and smooth running of the events.
• Support project partners with implementation to ensure the timely delivery of their project in line with the approved work plan.

Monitoring & evaluation: (30%)

• Work with local partners to capture evidence of project impact through identifying and writing success stories and capturing beneficiary voices against an agreed schedule.
• Make continual informal and formal observations of project delivery, noting and reporting any potential problems, notable successes and suggestions for improvements to the Programme Manager
• Uphold, monitor and report any Child Safeguarding and other emerging Issues that may arise during the project implementation through the agreed internal channels
• Work closely with the M&E team to ensure that the internal project monitoring tools are being used accurately
• Ensure that all project documentation and records (attendance records, minutes of meetings, monthly reports etc.) are stored physically and / or electronically.
• Participate in baseline data collection, mid-term reviews, end of project evaluations and other data collection needs as may be required

Reporting: (15%)

• Prepare timely and accurate activity and monthly reports that feed into the Quarterly donor reports.
• Support partners where necessary to complete their quarterly reports to Street Child Uganda.

Project planning and budgeting: (10%)

• Review and update local partner detailed implementation plans on a monthly basis for submission to the Programmes Manager.
• Draw up activity budgets for submission to the Programmes Manager.
• Design activity implementation schedules in consultation with partners and District Local Government and other project partners to ensure effective delivery of planned activities.

Representation (5%)

• Represent Street Child of Uganda at various fora as and when requested
• Work closely with Implementing partners including sharing good practices.

Qualifications, Skills and Experience:

Essential qualification and experience:

• At least 3-5 years of experience working for a humanitarian or development NGO, with at least 2 years being with an education-based NGO
• A University degree in Education, Humanitarian Aid, Development Studies, Social Work, Social Sciences or related fields
• Professional training in Education or Education in Emergencies required
• Proven evidence of having led the delivery of successful programmes
• Experience working with local partners
• Strong analytical, reporting, strategic thinking and planning skills.
• Strong written and verbal communication skills
• Monitoring and evaluation skills/experience

This role will be based in the field with regular travel to the different refugee settlement. This will be a one-year contract with possible extension.
