Project description
Tusobola – Improved equitable quality education and health-related outcomes for children and youth project is three years (April 2023 – December 2025) project funded by the Third Millennium.
The Tusobola – Supporting the Learning of Vulnerable Girls and Boys in a Post-Pandemic Setting project (April 2023 – December 2025) will focus on enhancing equitable quality education and health-related outcomes for children and youth in low-income settlements of Kamwokya, Naguru and Kinawataka in Kampala district. Leveraging Right To Play’s unique and proven Play-Based Learning (PBL) methodology, the project targets two outcomes:
- Increased integration of PBL approaches by education authorities, teachers, and coaches into the curriculum, classroom teaching, and sports sessions, and
- Increased adoption of safe, healthy, and sustainable WASH, MHM, and environmental protection practices among children and youth.
The project aimed to benefit around 7781 children and youths (6622 in schools and 1159 out-of-school in the community) 3781 from Kamwokya, 3000 from Naguru, 1000 children and youths from KInawataka , 60 teachers and 40 coaches. It will further indirectly benefit parents and community members in Kamwokya and Naguru communities.
Purpose and Scope of the evaluation: The purpose of the Baseline evaluation is to contribute to the improvement of the next phase of implementation. The geographical scope of the evaluation will cover the two project sites including Kamwokya, Naguru and KInawataka school communities. Project staff, Children, youths, parents, teachers, Coaches and government education officials will participate in the evaluation process. The evaluation will cover and/ or assess five (4) components of the project including access to quality education, Menstrual Hygiene Management (MHM), Water, Sanitation and Hygiene (WASH), child safeguarding and environmental protection.
Expected results of the project
The project has two intermediate and four immediate outcomes including.
Ultimate Outcome: Improved equitable quality education and health-related outcomes for children and youth
Intermediate Outcomes
Intermediate Outcome 1: Increased integration of play-based learning (PBL) approaches by education authorities, teachers, and coaches into the curriculum, classroom teaching, and sports sessions.
Intermediate Outcome 2: Increased adoption of safe, healthy, and sustainable Water, Sanitation and Hygiene (WASH), Menstrual Hygiene Management (MHM), and environmental protection practices among children and youth.
Immediate Outcomes
Immediate Outcome 1.1: Improved knowledge on pedagogical practices (PBL) and positive learning environments among teachers and coaches.
Immediate Outcome 1.2: Increased capacity of local supervisors to provide coaching and mentoring support for teachers.
Immediate Outcome 2.1: Improved knowledge on safe, healthy, and sustainable WASH, MHM, and environmental protection among teachers, coaches, head teachers, School Management Committees and Parent-Teacher Associations
Immediate Outcome 2.2: Improved knowledge on child safeguarding, WASH, MHM, and environmental protection among parents and community members.
Payments
- First payment: After signing of contract agreement with Right to Play 20%.
- Second payment: 50%. upon submission of the preliminary report receive the 2nd
- Final payment: (30%) upon submission of final report and other deliverables as listed in the Terms of Reference and approved by Right To Play.

Qualifications
- At least 7 years of experience in research and/or evaluation field.
- Experience in qualitative data collection, analyzing qualitative data, and report writing.
- Experience in education programming.
- Familiarity with OECD-DAC principles for evaluation and measurement.
- The consultant or firm should have a relevant degree in social sciences, international development, statistical sciences, or another related field.
- The consultant or firm should have excellent skills and experience with data analysis using statistical computing tools (Excel, STATA/SPSS, NVIVO/Dedoose).
- The consultant or firm should have a clear work plan and methodology for reviewing baseline tools and report writing for the Third Millennium – Tusobola Project.
- The consultant or firm should have a clear organization and staffing plan that demonstrates the ability to carry out the scope of work and meet the expected results of the project.
- The consultant or firm should have the ability to produce high-quality reports that meet the requirements and standards of Right To Play.
- The consultant or firm should have experience working in the region and be familiar with the local context and language(s).
