Project Manager – Health
GOAL is currently seeking to hire a competent person to join

Project Manager
About the Role: The primary purpose of the role will
be to manage the ACT Health Forward project, including directly leading
project, implementation, supporting the research component, providing active
on-the-job training /mentorship for any project staff and volunteers, ensure
quality assurance and lead project reporting (narrative and financial). The Project Manager – Health will report to
the Deputy Programme Director – Health/Accountability and support them to
develop GOAL Uganda’s Health programme strategy and expand the portfolio of
projects.
Key Duties and
Responsibilities:
ACT Health Forward Project Implementation (60%)
·
Lead
project implementation in line with approved plans, relevant donor
requirements, international best practice and the Codes of Conduct to which
GOAL is a signatory
·
Directly
deliver all project components and trainings (Citizen Report Cards, Community
dialogues, DHMT meetings, People Centred Advocacy, Social & Behaviour
change) to influence changes in the 3Rs
·
Regular
field visits to follow up implementation of social contracts, quality
improvement plans, and advocacy strategies developed from activities of demand
and supply side stakeholders within the district.
·
Train
/coach/mentor community advocates do develop district-based people-centred
advocacy strategies
·
Facilitate
engagements for district health management team to increase responsiveness of
the supply side in addressing health concerns within the district.
·
Develop
and facilitate implementation of social and behaviour change strategies
targeting priority behaviours which negatively affect health seeking behaviours
of vulnerable groups within the district.
·
Monitor
and update WDWW tool with district and national policy discussions and civil
society initiatives on health advocacy & accountability that may influence
the results of the project.
·
Regularly
update issues emerging from project implementation in the project issues log
Oversight of Monitoring, Learning and
Documentation (15%)
The Project Manager
will be directly responsible for achieving project targets and monitoring
progress against the project results framework and indicators
·
Work
in collaboration with the MEAL team on all aspects of project research (data
analysis, risks to research, endline survey questionnaires, baseline/endline
report writing, dissemination of findings, field validation workshops, etc.)
·
Conduct
barrier analysis for priority behaviours identified from the project baseline
which negatively impact health seeking behaviour of vulnerable groups within
the district.
·
Analyse
and document all project processes and outputs (management and continuous
improvement of existing monitoring systems)
·
Roll
out of each project component using tools; ensuring adherence to designated
tools, procedure manuals and information flow procedures.
·
Ensure
project database, process tracker and sharepoint folders are up to date
·
Disseminate
of findings from project research to stakeholders within the district
·
Actively
reviewing and providing feedback to project reports submitted by project staff
and volunteers/Interns
·
Ensure
all weekly, monthly and quarterly narrative reports and workplan updates are
submitted on time
·
Maintain
project files on GOAL sharepoint folder (reports, communications, etc.)
·
Lead
any necessary revisions to all strategic documents including logframe
(milestones, indicators, etc.)
Manage ACT Health Forward project budget (10%)
·
Monitor
spending on the ACT Health Forward project budget, review detailed transactions
and provide recommendations
·
Review
financial reports to highlight any challenges in burn rate, cost allocations
and prior approvals as necessary
·
Prepare
budget projections and initiate budget realignments as necessary
Qualifications,
Skills and Experience:
Essential
- Master’s
degree in relevant field – public health, social science, political
development, public policy - Minimum of
ten (10) years’ work experience – at least two of which in social
accountability or people-centred advocacy - At least
five (5) years’ experience directly supervising senior level staff (human
resource management) - Detail
oriented, highly organised and able to multi-task effectively - Highly
analytical and systematic thinker - Ability to
design social accountability interventions using Citizen Report Cards
(CRCs) - Ability to
design social and behaviour change interventions using designing for
behaviour change framework - Ability to
manage an intervention with multiple components with strong measures for
quality assurance - Superb
communication skills (writing, editing, verbal and presentation) - Strong
budget management experience
Desired
- Work
experience in Uganda, with the accordant knowledge of civil society
operating environment, trends in health sector, etc. - Experience
working on social accountability / advocacy in multiple contexts within
Uganda - Strong
understanding and network of health advocacy actors in Uganda (individuals
and civil society organisations) - Experience
working on social and behaviour change interventions influencing changes
in community health practices, norms in multiple contexts within Uganda - Experience
delivering on results-based programme (for public or private organisation)
- Experience
in conducting financial or programme audits - Experience
in designing / implementing qualitative monitoring systems (Most
Significant Change, Outcome Mapping / Harvesting, etc.)

greater resilience and sustainable livelihoods.
General description of
the country programme:
First operational in Uganda in 1979, the
current GOAL Uganda country programme focuses on Health (including WASH, Health
Accountability and Nutrition programming); and a market based systems approach
to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender,
child protection, social behaviour change and resilience strategies across all
programming. GOAL works on a district focused approach and uses a mixture of
direct implementation and partnerships with national and international civil
society organizations, local government, the private sector and communities to
give effect to our mission.
GOAL Uganda has a skilled team of approximately
100 personnel and manages an annual operating budget of approximately €8.7
million (2018). GOAL is currently operational in the North, South, East and
West of Uganda with six established offices in Kampala, Lira, Bugiri, Abim,
Kaabong and Agago Districts. GOAL Uganda country programme is funded by a
number of donors who include Mastercard, charity: water, Irish Aid and some
small foundations.
