The Carter Center is a nongovernmental, not-for-profit organization founded in 1982 by former U.S. President Jimmy Carter. He and his wife Rosalynn Carter partnered with Emory University just after his defeat in the 1980 United States presidential election. The Carter Center (TCC) is supporting the River blindness Program of the Ministry of Health to eliminate the disease in Uganda.
Job Summary: The Financial Analyst will assist in management and coordination of the Finance to ensure that the Key Performance Indicators are consistently met in accordance with the business and operational objectives of the TCC; ensuring tax compliance in accordance with the NGO policy, statutory frameworks and International Financial Reporting Standards. The Financial Analyst assists the Accountant and Senior Finance Manager in meeting the financial service of the programs including but not limited to field office financial controls, reporting and analysis of office advances, review and reimburse travel claims, preparation of checks for signing, review and reconciliation of receipt and disbursement documentation, and travel advances and other accounting duties as required.
Key Duties and Responsibilities:
- Soliciting for spending plans for payment from program staff, checking, presenting them for approval plus scanning back the approved ones to staff
- Compiling check payment vouchers and requests on a timely basis in order to effect organized and timely program performance.
- Periodic analysis and reconciliation of the government obligatory funds – Withholding tax, NSSF and PAYE.
- Verification of field expenses submitted by districts and staff (on excel sheets) for outstanding advance retirement.
- Reconciliation of funds deposited on fuel cards and monthly vehicle fuel consumed for each vehicle.
- Handles the filing system of the financial records in line with the International office guidelines and archiving the prior year files in an appropriate way for easy access and retrieval.
- Handling of supportive documents for audit requests by international office, government and other stakeholders as need arises.
- Checking accountabilities from the districts and for correctness against advances and the correct account codes and amounts.
- Supports the Accountant and Senior Finance Manager in preparation of monthly and quarterly forecasts for Uganda office.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Accounting and Finance
- CPA/ACCA will be an added advantage
- At least two years of experience in a similar role preferably with an international NGO
- Basic understanding of project management
- High level of integrity
- Strong ethics with an ability to manage confidential data
- Experience in donor funding and grants management
- Agile and able to work in a fast-paced environment
- Good sense of judgment/discernment
- Excellent computer skills and knowledge of use of key accounting software
- Great interpersonal skills
- The incumbent must be flexible as there may be occasions that require working beyond the standard working week to ensure the positions expectations and responsibilities are met.
