Job Summary: The Monitoring, Evaluation, Accountability and Learning Officer will ensure that all necessary information is available to the respective project unit to follow up performance, to support strategic decision making, to render accounts of results achieved and to generate the necessary data for evaluation and knowledge building to inform future interventions by Enabel or its development partners;
Key Duties and Responsibilities:
- You are the focal point for the operationalization of the project indicators through appropriate identification of the required information, the sources and monitoring system and framework.
- You support quality assurance and establishment of project performance tracking system of the partner;
- In liasion, with the partner(s) and the intervention team, you provide methodological support to analyze the ‘information needs’ on the basis of the intervention document
- You support the capacity of project teams and of development oft results in order to promote a results-oriented culture and ensure that management for results becomes a common responsibility.
- You support knowledge building/action research by collecting relevant data and entering these in the monitoring system;
- You collaborate intensively with the Enabel M&E team to come to a joint MEAL system for the program, to exchange experiences, solve problems and share innovative solutions/approaches;

Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in Monitoring & Evaluation, Quantitative Economics, Statistics or any other research related field
- At least five years of relevant experience in the management of M&E and knowledge management activities at an organization level;
- At least three years of relevant experience in evaluation methodologies, data collection, analysis and interpretation of data;
- At least one experience in organizational capacity building and/or training on M&E, Knowledge Management, Knowledge Building and/or research.
- Broad and in-depth understanding of the diverse aspects of development cooperation;
- Knowledge in designing and implementing knowledge management strategies, preferably in the context of development programmes;
- Technical know-how in monitoring of social services projects: either skilling, employment, health, general education ;
- Thorough knowledge in developing and implementing data-collection instruments, reporting and learning exercises (evaluation, action research, knowledge building);
- Understanding of data management and statistics, change theories, system approaches and logical framework;
- Proven competence with survey and indicator development and results-based management practice;
- Can work independently, manage multiple projects and/or tasks simultaneously.
- Pro-active results-oriented management;
- Excellent collaboration, interpersonal and diplomatic skills;
- Good digital skills (MS Office, polling platforms, project management software, virtual meetings software);
- Excellent synthesis, writing and presentation skills
