Key Duties and Responsibilities: Within the delegated authority and under the supervision of Team Leader – Governance and Peace or his/her designated mandated representative(s), the UN Volunteer Programme Coordination and Liaison Officer will:
Act as the main focal point between Korea International Cooperation Agency (KOICA) and UNDP for all matters related to KOICA funded projects. In doing so, the officer shall deliver the following support:
Support resource mobilization and contribute to the development of strategic partnerships (25%), including with KOICA:
- Support resource mobilization opportunities through the development of project proposals to development partners and multilateral funds.
- Contribute to the strengthening of strategic partnerships with government, thought leaders, donors, UN entities, and implementing partners to enhance comparative advantage and influence;
- Support the development and implementation of partnerships and resource mobilization strategies.
- Contribute to the development of relevant documentation on donors and potential opportunities for resource mobilization.
- Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
- Strengthen information sharing and coordination with KOICA and Republic of Korea.
Support management and implementation of the Uganda Host and Refugee Community project and related projects’ interventions (25%), including:
- Support the planning, implementation, and coordination of the Strategy and interventions.
- Support partners on Results Based Management tools and performance indicators; lead programmes/projects appraisal and evaluation according to results- based management requirements.
- Support the management of the portfolio of funds/projects through technical monitoring and administrative and financial supervision; ensure the proper application of a monitoring system to track progress on program results and indicators.
- Support coordination of activities of staff, experts, and consultants within the technical assistance team.
- Contribute to the identification of capacity-building needs of partners and lead the coordination of technical assistance, mentoring, training, and capacity development initiatives to partners.
Contribute to Inter-Agency Coordination to achieve a coherent and aligned presence (25%):
- Attend meetings, events, and participating in groups and committees as needed.
- Support coordination with other UN agencies; government ministries, departments, and authorities; donors and implementing partners to ensure capacity development programme is harmonized and aligned with other efforts;
- Provide relevant input when needed on key developments and opportunities to develop and strengthen institutional partnerships for addressing displacement and providing durable solutions.
Assist in positioning UNDP vis-à-vis Uganda’s nationally led efforts to management displacement through knowledge broking, strategic communications, and the promotion of south-south and triangular cooperation (25%):
- Facilitate knowledge sharing, enhance UNDP’s presence/thought leadership in displacement and durable solutions.
- Keep up-dated knowledge related to the thematic areas at country and region- specific level and proactively share documents with team members and respond to their specific requests for information.
- Contribute to the development and review of knowledge products in close
- coordination by analyzing and sharing lessons learnt and programme evaluation results.
- Proactively contribute to knowledge networks and communities of practice and
- Participate in the documentation and dissemination of stories of change and programme stories of change

Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree or equivalent in Development Studies, Development Economics or other relevant fields
- A first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree
- At least three years of experience in Livelihoods, economic recovery and gender or other relevant programmes at national and/or international level.
- Experience in programme/project management and/or M&E related to emergency response, resilience, displacement, livelihoods, youth empowerment and/or rural development or related fields; Excellent oral and written skills; excellent drafting, formulation, reporting skills;
- Previous experience with Human Development and Peace Nexus programming is an asset, as is experience working in the UN or other international development organization;
- Candidate must be a national of a country other than the country of assignment.
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
- Driving license
- Languages: English, Level: Fluent, Required. Korean, Level: Fluent, Required
- Age: 27 – 80 years

- Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions, involving physical hardship and little comfort; to operate independently in austere environments for protracted periods; willingness to travel within the area of operations and to transfer to other duty stations within the area of operations as necessary;
