Job Summary: The Project Officer – Livelihoods will be
responsible for project implementation of field livelihood activities, mainly
focusing upon farmer group capacity development in settlement. S/He will build
the capacity of the farmer groups through trainings and field follow up. S/He
will work closely with OPM and other actors in actively addressing farmer
skills development, production, processing and marketing issues. The Project Officer
– Livelihoods also works closely with leadership structures of both refugees
and host communities (Sub County Agricultural Officers, Community Development
Officers, LC, RWC, religious and traditional leaders) in regard to livelihoods.
The Project Officer under the direct supervision of the Senior Project Officer,
will ensure that activities are approved, implemented, monitored and reported
according to agreed project plans in line with the donor and World Vision
Uganda (WVU) policies. Will be directly involved in the implementation of
project activities will be based in Adjumani and Moyo. Each will supervise
Community Field Assistants.
Key Duties and Responsibilities:
Project Implementation and sustainability
·
Promote use of modern farming practice and techniques
through training, advising farmers, farm visits and demonstrations to transform
targeted families from subsistence to commercial farmers in line with GoU
policy.
·
Work with refugee and host community to select
and train Community Field Assistant (CFA)
·
Participatory selection of beneficiaries,
prioritization of cash for work activities, life skills awareness raising, and
capacity building of the groups.
·
Technical capacity building of CFAs to train
groups on PAED, agronomy, nutrition, natural resource management and business
skills through mentoring and coaching.
·
Take lead in the selection of vulnerable
households from settlement and host community to benefit from the project.
·
Organize trainings with farmer groups on-farm
and off-farm production and marketing of selected enterprises
·
Ensures field monitoring and reporting of
activities to the Senior Project Officer.
·
Report on the project progress on monthly basis
·
Any other role assigned by the line manager
Community engagement and advocacy
·
Develop farmer’s capacity to improve production
and productivity of selected enterprises of desired quality by the market
through demonstrations to farmer’s
·
Mobilize and facilitate the engagements of
stakeholders during planning and development meetings, workshops and other
fora.
·
Coordinate partners in implementation of agreed
action plans.
·
Ensure integration of project with other ongoing
Resilience and Livelihood activities including that of World Vision and
governments.
·
Stakeholders Engagement, Networking and
Collaboration
·
Mobilize and facilitate the engagements of
stakeholders during planning and development meetings, workshops and other
fora.
·
Engagement with key stakeholders for influence,
learning and resource development
·
Actively represent WVU in field level
inter-agency fora.
·
Engage and build relationships with key partners
and government counterparts.
·
Work with Senior Project Officer to identify
partners who will support implementation of the project within the Area
Program.
·
Collaborate and guide field level advocacy
campaigns for PSN and youths, as appropriate.
·
Network & collaborate with District Local
Government, OPM, UNHCR and other relevant stakeholders in the Program Area.
Documentation, Reporting and knowledge management
·
Writes and submits comprehensive monthly
progress reports, specific activity reports, and any other reports when
necessary to his/her supervisor in a timely manner.
·
Monthly and quarterly reporting, including
realization of activities; (Providing input) narrative project reporting;
·
Annual review of progress towards project
objectives;
·
Take lead in field documentation and sharing of
best practices to promote learning.
·
Organize quarterly review meetings for
communities at project sites to reflect on project approaches, tools, impact of
interventions, best practices, exit and sustainability strategies as well as
create spaces and opportunities for action-learning
Child Protection and Wellbeing
·
Monitor the wellbeing and child abuse cases and
report any incidents in line with child protection policy and guidelines.
·
Work with local leaders to protect children from
child violations and abuses
·
Sensitize children including most vulnerable,
guardians/parents and other stakeholders about children’s rights and
responsibilities.
Qualifications, Skills and Experience:
·
The ideal applicant for the World Vision Project
Officer – West job placement must hold a Diploma in Agriculture or Agribusiness
or Forestry or Development Studies or any other relevant discipline. Experience
in community work and engagement Agricultural, Economic Development and
Livelihood is and added advantage
·
Climate Smart Agriculture, Entrepreneurship,
micro finance and strong agribusiness skills
·
At least three years’ experience working with
vulnerable communities and familiarity with humanitarian programming and
implementation
·
At least three years of professional work
experience in project management, Livelihoods and microfinance enterprise
development
·
Experience of data collection, collation,
analysis, and report writing
·
Professional, motivated, open, creative, mature,
responsible, flexible and, culturally sensitive
·
Strong leadership, organizational and analytical
skills, and ability to work under pressure
·
Excellent verbal and written skills in English
·
Excellent computer skills, particularly with
Microsoft Excel, spreadsheet.
·
Track record demonstrating high integrity,
innovativeness, creativity, reliability and dependable
·
Proactive personality, self-driven and strongly
motivated.
·
Spiritual maturity, interfaith knowledge and a
biblical worldview
·
Ability to articulate and model our Christian
identity and mission in an inclusive way.
·
Demonstration of well-developed interpersonal
skills, excellent communication skills, both verbal and written.
·
Ensure a gender perspective in the scope of work
and passion for children.
