Job Summary:  This position is responsible for assessment,
response analysis, design and implementation of the child protection components
of the NORAD End Child Marriage Project. S/he will need to coordinate with
other project team members and Plan International Uganda staff, especially in
implementation management, health, education and other relevant technical
sectors, to ensure a smooth implementation of the project. S/he will need to
ensure response to immediate child protection issues with simultaneous
consideration of longer term needs and possible scenarios. Depending on the
situation the child protection project coordinator may need to take a very
active role in technical co-ordination, support and advocacy with the country
specific child protection team and other stakeholders and technical agencies
relevant to the sector.

Dimensions of the
Role

·       
Support strengthening of the local government
and community based child protection systems.

·       
Strengthening prevention and response to
violence against child in scholl home and community settings.

·       
Support establish and strengthen operations of
children led activities for prevention of VACiS through school clubs.

·       
Responsible for the delivery of the Child
protection component of NORAD project results in accordance with Plan
International’s values and behaviours, including gender transformative outcomes
and Safeguarding of all Children.

Key Duties and Responsibilities: 

·       
Working in Close consultation and with
supervision from the Project Manager, the Project Coordinator Child Protection
performs the following roles to implement the Chid Protection component of this
project:

·       
Provide specialised professional technical
support for implementation the child protection activities under this project.

·       
Support in developing and implementing weekly, monthly,
quarterly and annual project work plans and budgets.

·       
Prepare and submit to project manager, high
quality activity, weekly, quarterly and annual narrative reports for all
completed activities.

·       
Support effective coordination and management of
partnerships as well as building relations with all other actors involved in
the implementation of  this project to
achieve desired results

·       
Coordinate effectively with other thematic
project coordinators and other staffs supporting the implementation of this project
and leverage efforts, , build synergy, team work and deliver high quality
project results

·       
Support tracking, monitoring, evaluation,
documentation and reporting of project outputs, outcomes, impact or results and
changes in close collaboration with MER Coordinator.

·       
Facilitate use of data and evidence from
monitoring and evaluation system to inform decision making to strengthen
processes and implementation of the NORAD project

·       
Support effective project budget utilization,
management and monitoring for activities directly implemented by Plan staff and
partners.

·       
Support timely accountability for funds used to
implement project in line with Plan international accounting policies and
procedures and donor requirements.

·       
Assist in effective management of project
resources including procurements in accordance with Plan International Uganda
policies and guidelines and in accordance with grant conditions.

·       
Support with representation in meetings with
partners, government line ministries and other stakeholders at district and
national level project related activities in close consultation with the
Project manager.

·       
Assist with project risk management in the
implementation of the project to minimise their occurrence and possible effects
on the project in line with Plan International Risk Management policy and
project risk mitigation measures

·       
Ensure compliance with Plan International’s
Safeguarding Children and Young People Policy and guidelines in all project
activities

Qualifications, Skills and Experience:

·       
The ideal candidate must hold a Bachelor’s
Degree in Law, Development studies, Education, Social work, social sciences or
a related field with good knowledge of International Refugee, Human Rights and
Humanitarian Law.

·       
Experience designing and implementing community
based child protection programs

·       
Good experience and understanding of National
and Community Based child protection systems

·       
Experience with participatory approaches to
child protection in emergency and non-emergency contexts or other related
areas.

·       
Understanding international child protection
standards, framework (especially UNCRC) and national laws, polices and
regulations

·       
Minimum of 5 years (of which at least 3 in the
field) of progressively responsible professional experience in child
protection, humanitarian affairs, human rights and related fields.

·       
Work style: Is well planned and organized even
within a fluid working environment and has a capacity for initiative and
decision making with competent analytical and problem solving skills.

·       
Integrity: Works with trustworthiness and
integrity and has a clear commitment to child protection and child
safeguarding.

·       
At least five years of progressively
professional work experience in design, implementation, and evaluation of
education programmes. Experience working in international non- governmental
organization an asset.

·       
Excellent coordination and organization skills.
Able to work in a matrix environment and keep track of multiple priorities and
adhere to deadlines.

·       
Demonstrated skills and experience in report
writing, donor compliance, and budget management.

·       
Ability to identify and synthesise best
practices and lessons learned to promote knowledge management and
sustainability.

·       
Ability to work in hard to reach hard areas and
to stay familiar with programming for vulnerable children especially young
girls and boys

·       
Establishes effective partnerships with external
stakeholders

·       
Excellent communication (verbal and written) and
interpersonal skills, with ability to work with people from diverse cultures

·       
Strong computer skills and knowledge of
Microsoft software including MS Word processing, Power point presentation,
Excel spreadsheets, e-mail, and web-based research

·       
Experience with gender transformative
programming (GTP) and mainstreaming gender equality and inclusion in the
education context

·       
Experience working with Education or Child
protection programmes in development & humanitarian context.
