About Project Background:

As part of its Vision 2030 agency strategy, CRS is investing in six strategic change platforms to achieve results at scale. One of these key strategic change platforms is Strengthening Families for Thriving Children Strategic Change Platform 5 (SCP5). This Strategic Change Platform is a bold initiative to support vulnerable children to thrive in safe, healthy, and nurturing families, create more resilient and supportive communities, and work with our Catholic partners, civil society, and governments to establish policies and systems that strengthen families. SCP5 also aims to influence governments, donors, Catholic actors, and other regional and global stakeholders to redirect resources and support to strengthen families.

 

Job Summary:  The Household Economic Strengthening (HES) Officer will oversee the implementation of all HES interventions, such as savings & Internal Lending Communities (SILC), Child Optimized Financial Education (COFE), enterprise development, and other activities associated with improving the economic stability of families.

 

Key Duties and Responsibilities:

  • Ensure that the program makes optimal use of economic development models and frameworks, particularly the CRS SILC and COFE methodologies to support vulnerable communities improve their household incomes and contribute to the overall well-being of children and families.
  • Contribute to the design and consistent use of tools to detect and address unintended effects of HES activities on children’s wellbeing
  • Contribute to the development of monitoring and evaluation tools to measure the impact of HES interventions on children’s, youth, and caregivers’ wellbeing
  • Coordinate and work closely with the other component leaders to ensure an integrated approach to program implementation.
  • Provide support to the sub-grantees in the effective integration and expansion of savings-led microfinance (MF) services in the project.
  • Participate in the identification, assessment, and development of partnership strategies for the potential private sector, civil society, and government partners.
  • Establish and maintain productive working relationships with local government officials and line departments, soliciting their participation in all activities where appropriate.
  • Ensure establishment and maintenance of relationships with communities, village councils, and local government in target operation areas.
  • Produce written reports on the program capturing impacts related to all activities.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Development Economics, Social Sciences, or a closely related field is required. Additional experience may substitute for some education.
  • 8+ years of professional experience, with at least 3-5 years of experience working with programs working directly with children and families within the OVC or care reform sector
  • S/he must have at least three years of experience in designing, implementing, and managing household economic strengthening initiatives in/for developing countries.
  • Demonstrated understanding of market-based household economic strengthening interventions and best practices, including savings, lending, and investment groups, and basic business skills training (SILC selection, planning, and management).
  • Experience in building and maintaining productive relations with implementing and strategic partner agencies.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong computer literacy with full knowledge of office applications.
  • Proven experience in building and maintaining institutional linkages is required.
  • Proven ability to think strategically and deliver results.
  • Good training skills
  • Demonstrated personal accountability, respect for others, and a drive to serve.
  • Required Languages – English fluency, including excellent oral and written skills, is required
