Job Summary: This temporary position is located in the Field Operations and Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR), based in Entebbe, Uganda. The incumbent will report to the Chief of Investigations, under the overall supervisions of the Coordinator of the Commission of Human Rights Experts (CHRE) on Ethiopia.
Key Duties and Responsibilities: Within delegated authority, the Human Rights Officer will be responsible for the following duties:
- Maintains direct and regular contact with victims, civil society organisations (CSOs), human rights defenders, and advises on victim and witness protection issues; develops victim centred advocacy strategies; and builds capacity among CSOs and victims’ organisations on strategies and gender sensitive approach to pursue justice and redress;
- Plans and coordinates activities related to the Commission of Human Rights Experts on Ethiopia, including from a gender perspective;
- Formulates short- and long-term support strategies for witnesses and victims; participates in the establishment, development and maintenance of referral pathways involving competent international organizations, national authorities, NGOs and other entities relevant for the provision of medical and psycho-social support and advises witnesses and victims who engage with the Commission of Human Rights Experts on Ethiopia;
- Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country;
- Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators;
- Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme;
- Defines work plan for area assigned in accordance with established terms of reference;
- Participates in the development and implementation of protocols and standard operating procedures (SOP) to ensure the well-being of witnesses and victims who engage with the Commission of Human Rights Experts on Ethiopia in accordance with its mandate and international law standards and best practices;
- Represents UN human rights programme at working level meetings;
- Directs capacity-building efforts on human rights in region/country of assignment;
- Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies;
- May provide guidance to new/junior staff;
- Performs other related duties as required.

Qualifications, Skills and Experience:
- The applicant for the Office of the United Nations High Commissioner for Human Rights (OHCHR) Human Rights Officer/Victims Protection Officer job must hold an advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- At least five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
- Experience in administration, implementation and management of victims/witness support programmes is desirable.
- Experience in victim/witness support and advice within a criminal justice process is desirable.
- Languages: fluency in English, (both oral and written) is required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment.
