Job Summary: The M&E Officer is responsible for guiding the overall project M&E strategy and implementation of related activities within the project and undertakes timely preparation and submission of reports as per reporting guidelines. The M&E Officer will employ advanced statistical, data processing, and analytics skills to generate information useful for project management and improve project efficiency and effectiveness.
Key Duties and Responsibilities:
- Monitor the implementation of the M&E work plan, evaluate outputs, outcomes, and impact.
- Develop, implement, train, and coach staff on standard operating procedures and systems, for monitoring, evaluation and reporting at Baylor COE.
- Monitor the process of data collection, entry, filing, validation, storage, and retrieval in all COE electronic databases and ensure they are available and up-to-date.
- Periodically run queries for verification and cleaning to ensure data meets the right precision, accuracy, and timelines as per CDC, MOH and Baylor Uganda Data MER guidelines.
- Prepare and submit accurate and timely periodic progress reports (weekly, monthly, quarterly and annual) and give recommendations to staff on areas for improvement and additionally perform data requests in a timely manner for staff and ensure data integrity and security.
- Conduct monthly and quarterly feedback meetings to share performance results, lessons, and key actions with stakeholders/staff
- Periodically review and update the Balance Score Card in line with Participate in operational research and provide necessary M&E support to staff including interns, research assistants.
- Supervise, appraise, and maintain a competent & motivated data team by giving constructive feedback, coaching, and mentoring in line with the Human resources manual.

Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Statistics, Computer Science, Information System, Health Informatics, Mathematics or any other related field. Formal training in monitoring and evaluation is an added advantage.
- Advanced skills in statistical analysis and programming methods using SQL, STATA or any other structured programming language.
- At least two years’ experience in PEPFAR/CDC HIV Programming, MER indicators, Data collection and Reporting tools, DHIS2, PIRS
- At least two years’ experience in supervisory data management and systems analysis position in the health field is desirable.
- Working experience using Ms. Access, Ms. Excel and GIS are desirable.
