AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. Its current activities are focused in the areas of education, health, livelihoods, and protection, nutrition and refugee programs in Uganda.

 

Programme Background:

AVSI, as leader of a consortium including DAI Global LLC, Makerere University, Innovations for Poverty (IPA), and RELARLE, is implementing the IKEA Foundation funded “Sustainable Market Inclusive Livelihood Pathways to Self-Reliance” (SMILES) project in Kyegegwa and Kikuube Districts in western Uganda targeting refugees and surrounding host communities in Kyaka II and Kyangwali Refugee Settlements.

 

Job Summary:  AVSI is seeking to recruit suitably qualified personnel for the positions of Program Officer – Graduation, to contribute to the implementation of the “Sustainable Market Inclusive Livelihood Pathways to Self-Reliance” (SMILES) project’s interventions targeting refugees and host populations in and around Kyaka II and Kyangwali Refugee Settlements. Reporting to the Deputy Chief of Party, the successful candidates will be based in Kyaka II or Kyangwali Refugee Settlements in Kyegegwa/Kikuube Districts with possible movements within the project’s implementation area.

 

Key Duties and Responsibilities:

  • Ensure that programmatic decisions on the Graduation Approach, best practices, and innovations are clearly communicated to the coaches and participants;
  • Ensure that programmatic decision on gender approaches, best practices, and innovations are clearly communicated to field-level staff (coaches/CBTs);
  • Conduct trainings and mentorship for project coaches on graduation approaches, gender, and linkage activities;
  • Support gender-specific assessments to ensure gender dynamics are well understood for effective gender mainstreaming;
  • Share and document learning at the field level around successes and challenges to graduation and gendered approaches within SMILES project;
  • Network and link with other organizations and projects implementing graduation and gender approaches, study and compare graduation and gender aspects within the program with the Graduation Community of Practice and provide technical programmatic guidance for the project;
  • Map and regularly update the list of all service points to facilitate high quality referrals, linkages and access to critical services by participant households;
  • Represent AVSI SMILES project in the Settlement, Sub County and District level working groups and initiatives related to gender, linkages and referrals including the regular interface with sub county CDO, district level probation officer and other departmental heads;
  • Develop plans and reports in line with timelines agreed with the Technical Advisor – Graduation and Deputy Chief of Party;
  • Maintain harmonious and constructive relationship with all major stakeholders in the program and in the policy environment including OPM, UNHCR and other implementing and operational partners;
  • Coordinate and support coaches conduct routine visits and sensitizations to refugees and host community households and groups to provide psychosocial support, track the project progress and critical issues;
  • Coordinate household targeting exercise and guide the development of Household Development Plans for participant households;
  • Facilitate referral of participant household members to critical services;
  • Perform other duties within the area of responsibility as requested by the supervisor.

Qualifications, Skills and Experience:

  • The ideal candidates hold  a  Bachelor’s  degree  in  Social  Sciences  or Community Development or Social Work and Social Administration or Law;
  • Possession of a post graduate training in Project Planning and Management would be an added advantage;
  • At least three years’ experience in community work gained through Serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and sub national level;
  • The candidate must possess good and strong experience in building capacity at individual and organizational levels;
  • Skills in at least two or more of the following technical areas: Strengthening service delivery programs, supporting referrals and linkages between and among communities and critical services; performance and quality improvement, psychosocial support, and managing household graduation approaches;
  • Proven ability to coach, mentor and develop technical capacity of community coaches and other community structures;
  • Proven experience working with the refugees and host communities;
  • Excellent written and verbal communication or interpersonal skills is a must;
  • Excellent analytical skills and ability to support a cross section of frontline community workers;
  • Willingness to be based in rural setting with frequent travel within the implementation area;
  • Ability to work in a multi-disciplinary team with frequent travel to the field;
  • Cultural sensitivity, patience and flexibility
  • Required Language: English fluency with excellent oral and writing skills is required. Knowledge of Kiswahili/French or any of the local languages i.e. Runyankore, Rutooro, Runyoro, Luo, Kigegere and Kinyabwisha is highly essential.
