The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).
Job Summary: The compliance officer is responsible for ensuring that all program work comply with donor and JCRC policies and procedures
Key Duties and Responsibilities:
- Support field office to comply with the donor and JCRC policies and procedures by reviewing systems in place and making recommendation to the supervisor.
- Perform internal reviews in JCRC offices/Sub Awards and transactions ensuring compliance and adherence with Foundation and donor requirements.
- Ensure internal developed SOPs, policies and procedures are adhered to by carrying out system reviews to see compliance with the established SOPs.
- Follow up audit issues and support management implementation to close the issues
- Support the Compliance & Risk Management manager on fraud and suspected fraud investigation where applicable as per guidance from Director Financial Management & Operations.
- Performs the critical function of third-party verification of activity and financial verification on wide range of field activities including but not limited to VMMC, workshops, on the job training (mentorship), FSG/Ariel meetings, distribution of supplies, and hotel room occupancy among other program and operational activities.
- Keep abreast of internal standards and business goals by e.g. doing CPDs and attending continuous professional development courses during JCRC meetings.
- Carry out spot check on inventory in the Stores for completeness of records and existence, reviews vehicle logs and policies and performs annual verification of NEXP inventory list for completeness and existence following the Foundation’s inventory management policy and guidelines
- Perform regular financial compliance reviews which include: cash counts (spot checks), review of accounts receivables including employee receivables, documentation of segregation of duties and internal control structure.
- Carry out monthly reviews of financial transactions basing on appropriate sample size laying emphasis on most risky areas; document findings, propose improvements or change as relevant, disseminate findings and ensure follow up implementation of recommendations as well as resolution.
- Conduct spot checks and verification of assets and store’s inventory for existence.
- Actively monitor outstanding advances, test financial transactions for completeness and prepare a report recommending actions to be implemented.
- Conduct random surprise checks and vendor verification reviews to ensure proper procurement procedures are being practiced and report on findings
- Regularly review and help ensure compliance with all local legal requirements including registration, taxes, and local labour laws.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelors-level education/training or equivalent experience in Finance and Business Management or related technical fields.
- At least five (5) years of experience working on USG-funded projects, PEPFAR funding and reporting, and/or public health programs highly desirable.
- Demonstrated interest in and experience in organizational or individual capacity building and/or training.
- Experience with US Government-funded projects and acquisition and assistance rules and regulations.
- Demonstrated knowledge of granting procedures, from grant start-up, award management, to close out.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
- Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
- Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision.
- Experience developing contracts and managing an acquisition process to completion.
- Strong time management/task prioritization skills.
- Computer literacy required (especially Excel, MSWord and Windows).
- Strong communication and interpersonal skills;
- A proven ability to work as part of a team and to be self-managing;
