Job Summary: The Gender and Disability Inclusion Officer will provide leadership in program implementation, program monitoring, and evaluation in relation to gender and disability integration in the project that is focused on Natural Resources Management, Climate Change and livelihood interventions among refugees and host communities.
Key Duties and Responsibilities:
- Ensure activity effective planning, monitor and quality implementation of technical models and approaches.
- Provide technical guidance and leadership to the Project team to ensure gender and disability integration on program interventions focused on natural resources, climate Change, agriculture and livelihoods design and deliver realistic programmatic gender and disability strategies, program interventions that will lead to gender and disability outcomes.
- Support staff and consortium partners on Gender and disability integration into project development; design, baselines, assessments and evaluations.
- Provide technical guidance to Consortium partners and stakeholders on development of Gender and disability inclusion DIPs and work plans with project teams.
- Develop and roll-out gender and disability sensitive approaches and guidelines.
- Build the capacity of WVU staff and consortium partners in gender programming tools and gender analysis skills to enhance gender mainstreaming in Projects interventions.
- Support development of annual project activity plans, updated quarterly in collaboration with key departments and oversee implementation to high standards by scope & timelines.
- Develop technical guides, training resource materials, checklists and strategies for mainstreaming gender and disability in the project.
- Formulate strategies for gender and disability inclusion, and ensure that they are effectively implemented on time and within budget.
- Ensure project activities are carried out with cultural sensitivity while promoting gender equality and disability inclusion of marginalized groups and individuals in the Project.
- Work with Project Teams to ensure access and participation of women, men, boys and girls in Project interventions.
- Orient staff, and Consortium partners on existing and new key gender guidelines, policies and manuals
- Provide guidance on how the Organization should engage with other gender sensitive Organizations in the promotion of gender equity and disability inclusion.
- Offer technical support to ensure integration of gender and disability inclusion considerations into the District Livelihood Action Plan, development plans and Government Policies.
- Support local stakeholders in organizing and carrying out advocacy and campaigns for greater gender equality and equity.
- Develop tools and checklists for integrating gender into the different project sector interventions.
- Enforce transparent and participatory selection of beneficiaries.
- Stakeholders’ engagement, networking & collaboration:
- Ensure coordination of Gender and disability activities with other stakeholders especially Yumbe DLG, Organizations of Persons with Disability, OPM, UNHCR and Ministry of Gender, Labour and Social Devt.
- Participate in stakeholder joint engagements, planning meetings, sector working groups, and other fora.
- Build staff, Consortium and community volunteers’ capacity on Gender and disability programming
- Act as a Gender and Disability liaison between the consortium partners and the Technical Advisory Team (TAT) sharing agreed standards, approaches, tools and models as well as guidance from time to time.
- Work closely with other sector thematic teams/ leaders and stakeholders at the district and sub-county to facilitate the implementation of project activities.
- Maintain good coordination and working relationships with OPM, UNHCR, Humanitarian Actors, sub-county, district leaders and other central government departments.
- Proactively Represent World Vision-Uganda in stakeholder coordination meetings and solicit the participation of the ANCP representatives in all activities where appropriate and as directed by the line manager.
- Foster positive cooperation with stakeholders and working collaborations to influence like-minded organizations and individuals to realize WVU Strategic direction.
- Ensure transparent targeting of beneficiaries and consideration of gender, disability inclusion and conflict- sensitivity.
- Facilitate integration of resilient livelihood frameworks in ongoing humanitarian and development activities across WVU and ANCP Consortium.
- Organize monthly filed planning meetings with consortium and other relevant stakeholders to guide in effective implementation.
- Linkage, networking, collaboration and mentorship:
- Work in liaison with the relevant agencies, donors, ministries, CSOs, and the private sector to influence and lobby gender and disability responsive policies, programs, and funding opportunities for refugees and host communities.
- Participate in district and settlement level sector working group committees, meetings, networks, forums and campaigns related to Gender and Disability inclusion components.
- Strengthen partnership and collaboration for effective Gender and Disability inclusion at district and settlement levels.
- Strengthen capacity of staff and Consortium partners in gender and disability mainstreaming programming.
- Identify capacity gap areas and knowledge for Partners, staff and stakeholders in Gender and Disability Inclusion issues.
- Identify opportunities for of products and provide instant training to project participants.
- Coordinate and ensure implementation of minimum standards on gender and disability are adhered to in Project interventions and throughout the project cycle.
- Documentation, Reporting and knowledge management of gender and disability related activities:
- Ensure gender parameters are integrated into MEAL processes, indicator setting and log frames.
- Advise staff and consortium partners in obtaining gender specific data.
- Participate in data collection together with the MEAL team including rapid needs assessments, joint assessments, monitoring, evaluation and cross sectoral learning.
- Develop, publish and document evidence of Project impact for Gender mainstreaming.
- Contribute and share knowledge, information and best practices and lessons learnt on gender and disability mainstreaming.
- Work in close collaboration with WVU and Consortium partners and sector leads to ensure field level integration and synergy on Gender and Disability Inclusion.
- Support preparation and review of monthly, quarterly and annual progress reports requiring technical input and any other reports when necessary to his/her supervisor in a timely manner.
- Work closely with Project Manager to prepare realistic annual and quarterly work plans.
- Work with Project Manager & MEAL Officer, compile and submit timely quarterly and annual reports on livelihoods, markets and enterprises and skills development.
- Support Annual review of progress towards project objectives.
- Support documentation and sharing of impact/success stories and best practices to promote learning.
- Child Protection and Wellbeing:
- Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
- Work with local leaders to protect children from child violations and abuses
- Sensitize children including most vulnerable, guardians/ parents and other stakeholders about children’s rights and responsibilities.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Gender Studies, Social Work, Development Studies, Social Sciences, Sociology, Human Rights or any other relevant fields.
- This position requires at least 3 years of experience working in Gender, disability, Environment and natural resources management and Protection development programming, with a strong focus on partnering with the Government Ministries, District authorities and private sector; preferably in fragile contexts.
- Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.)
- Broad knowledge and understanding of emerging Gender and Disability inclusion models, approaches and tools, is essential.
- Experience working with vulnerable communities and familiarity implementing related programs with INGOs and through consortia arrangements in humanitarian and development contexts.
- Proven facilitation, presentation skills and experience in technical trainings for different categories of participants and stakeholder mapping.
- Proven presentation, facilitation and training skills and track record demonstrating high integrity, innovativeness, creativity, reliability and highly dependable is desirable.
- Experience in analytical skills, evidence-based programme design, assessments, monitoring & evaluation.

- Team player, Self-motivator, able to work with limited supervision;
- Ability to ride a motorcycle with valid driving/riding license
- Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage.

- Computer skills i.e. MS Office, MS Excel and remote program support tools
- Must be a committed Christian, able to stand above denominational diversities.
- Willing to attend and participate/lead in daily devotions and weekly Chapel services.
- Perform other duties as required.
