About US:

Infectious Diseases Institute (IDI) is an independently governed institute within the College of Health Sciences at Makerere University and has the mission “To strengthen health systems in Africa, with a strong emphasis on infectious diseases, through research and capacity development.” IDI has operations across Uganda as well as in a number of other African countries and has a staffing of over 1,000 managing multiple projects in research, clinical services, public health and training.

 

About the Project:

IDI has received a five-year transition award entitled USAID Local Partner Health Services-TB Activity.  The purpose of the Award is to increase TB case detection and treatment success in Uganda to 90% of all cases and thus contribute to substantial reduction of Uganda’s TB burden by 2026. IDI will work through technical assistance to the national TB Program in the three districts of Kampala, Mukono and Wakiso and Regional Referral Hospitals to increase availability, accessibility and utilization of integrated TB/HIV and MDR-TB services.

 

Job Summary:  The Senior Accountant- USAID LPHS- TB Activity is responsible for the finance and operational processes of the Project.

 

Key Duties and Responsibilities:

  • Provide operational support for the project finance and administrative function, specifically, financial management and supply chain.
  • In coordination with IDI F&A units, Grants Management Unit, Project manager and administrators, ensure that the project compliances with USAID and IDI financial procedures, rules, and regulations.
  • Ensure timely submission of monthly and quarterly financial reports
  • Manage project’s payables and receivables accounts; ensure timely payments and that all paid invoices have the required supporting documentation per USAID requirements. Follow up on all receivables and mitigate any potential risk of bad debts.
  • Implement appropriate systems for management of and accounting for cash advances to field offices and sub-grantees.
  • Closely work with the Grants Manager in management of project budget, burn rate, financial projections and project cash flow management.
  • Compilation and submission of quarterly VAT reports with all supporting documents as guided by OFM (Office of financial management)
  • Verifies the accuracy and authenticity of project accountabilities, identifies appropriate general ledger codes for expensing accountabilities in NAV.
  • Prepares monthly journals for indirect costs and project billing. Reconciles deferred income account and reclassifies transactions in preparation for quarterly reports and annual audits.
  • Manage and track project assets as guided by USAID and IDI asset management policy
  • Support coordination of project financial performance reviews and audits.
  • And any other duties as may reasonably be assigned from time to time.




Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor of Accounting or Business Administration (BBA), Finance or related field from a reputable Institution/University.
  • Professional qualification and/or a Master’s degree is an added advantage
  • At least five years’ experience in similar financial, compliance, and operational role supporting US Government (USG)
  • Demonstrable experience managing the budgeting and financial reporting requirements for USAID funded projects
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
  • Familiarity with USG Federal Acquisition Regulations and USG contracting rules
  • Strong organizational and problem-solving skills
