Job Summary:  The Senior Monitoring, Evaluation Accountability and Learning Officer is a key member of the MEAL Team. She/he will be responsible for Providing technical support and quality assurance/continuous quality improvement activities/components to teams across the bases; Support coordination, collaboration, learning, and program adaptation integrated in the knowledge management systems; Work closely with the Head of MEAL to coordinate the development and implementation of sector MEAL Plans and corresponding M&E systems and use and promote the use of that information to guide performance management through well analyzed, rapid and timely feedback;  Bring coherence to all MEAL activities and setting priorities in designing and overseeing the implementation of the project’s MEAL activities in collaboration with the other technical leads and the implementation team; Ensuring that donor’s programmatic compliance issues of Monitoring and Evaluation are adequately met and are operating in line with the Organizational MEAL minimum standards, and positively contributing to the organizational-wide MEAL strategy and learning ambitions; Support service delivery implementing teams to develop, train and apply new and proven approaches to MEAL by coordinating and integrating knowledge management systems and work processes, fostering a culture of collaboration.

 

Key Duties and Responsibilities:

Set up and implement a robust Monitoring, Evaluation and Reporting System.

  • Ensure that projects have solid MEAL plans, Indicator Performance Tracking Tables (IPTT), beneficiary database updated regularly and log frame fully aligned to the respective theories of change.
  • Support the Program and MEAL Officers in updating the indicator tracking tables on monthly basis and provide necessary MEAL guidance regarding projects performance.
  • Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings.
  • Lead in conducting data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams.
  • Conduct site visits to ensure quality, reliability, and consistency of data and seamless flow from the field to central office and onto the No Hunger Forum.
  • Track, analyze and produce comprehensive and succinct reports and documentation on indicators and measures.
  • Conduct data cleaning and analysis on a monthly basis and produce graphs and reports for quarterly reporting.

Coordinate Research and Evaluative efforts (including baselines, endlines, yield assessments, post distribution monitoring, market surveys etc.)

  • With support from the Head of MEAL, develop and implement a research plan for generating and sharing evidence to identify key issues for adaptive management and sharing feedback to sector leads and wider stakeholders on findings.
  • With input from Head of MEAL, draft Terms of Reference for both internal and external evaluations in line with organizational templates and processes.
  • Work with Head of MEAL to recruit suitable consultants who will deliver high-quality MEAL services on our behalf that represent good value for money.
  • Ensure research findings are validated and disseminated to stakeholders and management response and action plans generated to inform and guide project implementation.
  • Maintain an online research, assessments and evaluation tracker and ensure that this is visible and used by program staff.
  • With support from communications, MEAL and programs teams document quality case studies and significant change stories to display the impact of our programs.
  • Recruit and train field enumerators for internal research initiatives and as well supervise external consultants to ensure value for money.

Establish an accountability system (feedback and complaints handling mechanism).

  • Work with the technical teams to develop and implement a strong accountability Framework and Complaints Handling Mechanism, consistent with Action Against Hunger Complaints handling by adopting the use of digital innovation to better leverage beneficiary feedback, information sharing, and promote transparency, dialogue and trust around devolution processes.
  • Ensure the Complaint Feedback Mechanism Tracker is frequently updated and reports disseminated on quarterly basis.
  • Ensure that the agreed action plans are followed in timely manner by program team and that the feedback loop is closed.
  • Maintain a complaints and feedback database while performing regular analysis of the feedback data

Lead the learning and evidence generation and ensure that it contributes to the wider organizational results measurement framework and learning agenda.

  • Work with the Head of MEAL to develop an innovative learning strategy for the programme, providing leadership and oversight of the learning approach.
  • Adopt the use of digital technology to facilitate innovative strategies for shared learnings across all stakeholders and ensure the key learning’s are incorporated in upcoming plans and interventions.
  • Spearhead projects learning workshops, review/reflection meetings and close-out meetings in order to highlight components aimed at replicating good practices and strengthening synergies between activities, partners and other interventions in the same operational areas.
  • Support the program teams in the furtherance of its aim to have strengthened integrated programming by actively proposing ways of achieving this using M&E findings.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Statistics, Mathematics, Quantitative Economics, Business Statistics or Information Technology. Additional training in Data Analysis and Database Management is an added advantage. A Masters in any of the above disciplines is highly preferred.
  • Minimum of five years of practical experience in M&E system development coordination/implementation in a large international non-governmental organization or other international relief/development body for large and complex grants.
  • Excellent knowledge of digital data collection and accountability systems.
  • Excellent advanced quantitative and qualitative data analysis skills using SPSS and/or Stata as well as Nvivo/Atlas.ti software, coupled with knowledge of mobile data collection tools such as Kobo Collect, ODK, CommCare, ONA HMIS etc.
  • Demonstrable track-record in data management, with the ability to manage large databases
  • Ability to analyse and disseminate complex information to a range of stakeholder audiences;
  • Strong familiarity with project frameworks [design/implementation/M&E] cycle
  • Experience of solving complex issues through analysis, adapting and innovating where necessary, and defining a clear way forward and ensuring buy in.
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Ability to present complex information in a succinct and compelling manner
  • Highly developed cultural and political awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong communication and interpersonal skills in English, with experience \working in multicultural, multi -location, values driven teams;
