About USAID RHITES EC Project:
University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition, and child development services.
Job Summary: The overall objective of the data clerk is to improve data management systems at facility/district level of COVID-19 Vaccination records. This will include data entry, filing, documentation, periodic reporting, provide data capture tools stock status, and data/performance reviews at the health facility/district. S/he will work closely with the Biostatisticians/HMIS Focal Persons/Facility Medical Records Officers/Data Clerks to ensure that all COVID-19 Vaccination records are captured accurately (in the forms/registers), and the COVID- 19 EpiVac database, and periodic reports are submitted in time.
Key Duties and Responsibilities:
- Support the Facility Records Officers and Vaccination team to ensure that COVID-19 Vaccination data is completely and accurately captured on the respective forms and registers.
- Work with the Facility Records Officers/HMIS Focal Persons/Biostatisticians to ensure the COVID-19 vaccination data is completely & accurately updated into the EpiVac database timely.
- Work closely with the Facility Records Officers/HMIS Focal Persons/Biostatisticians and where necessary Health sub-district Records Officers to quantify the COVID-19 Data Capture tools needed to ensure sustained services documentation at the health facility.
- Engage with the Facility Records Officers to ensure that best practices of Medical Records Storage and Management are implemented.
- Work closely with the District Surveillance Focal Persons, Facility Records Officers/Biostatisticians to mentor and coach other health workers on appropriate use of the COVID-19 Vaccination data documentation tools.
- Prepare data displays of facility COVID-19 Vaccination data and ensure they are displayed at health facilities routinely.
- Work with the Facility Records Officers & Vaccination Focal Persons to prepare daily reports and submit them, to facilitate Daily Aggregate Reporting.
- Ensure that confidentiality of data captured and stored is always maintained in proper filling and archiving systems.

- Ensure safety of all Project/Facility IT equipment used in the work processes.
- Perform basic data analysis on data from the COVID-19 vaccination data to inform District/Facility/RHITES- EC Project teams on the progress of interventions at the supported facility.
- Perform any other related duties assigned by the supervisors.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Diploma in Records and Archives Management, Medical Records, Information Technology, Computer Science, Statistics or any other related field from a reputable institute.
- One year of prior related experience.
- Familiarity with use of DHIS2-based systems (preferably COVID-19 EpiVac Database) is a plus.
- Experience in data entry on other platforms with excellent keyboarding skills will be an added advantage.
- Working knowledge of Health Management Information System (HMIS) and Microsoft Excel pivot tables.
- Previous experience with PEPFAR funded programs, in the RHITES-EC region.
- Excellent written and oral communication skills.
- High level of flexibility.
- Good interpersonal skills and ability to work under minimal supervision.
