Job Summary:  The Accountability and Reporting Officer reports to the MEAL Coordinator-SUPREME, the role focuses on   Supporting the MEAL Coordinator in establishing/maintaining and continuously strengthening the accountability system in the consortium. S/he will be managing day-to-day accountability feedback mechanisms that includes supporting the consortium partners to set up systems that are handling beneficiary feedback and building a feedback loop into adaptive program management throughout SUPREME program.  With the support from the MEAL Coordinator the Accountability and Reporting Officer will lead the roll-out and implementation of Accountability mechanisms in SUPREME via supporting partners to maintain internal and/or external referrals, to compile reports on processed feedback and provide recommendations to the programs for improving the response.  He/she will also coordinate program narrative reporting processes in collaboration Program staff to produce timely and high-quality narrative donor reporting. The role of the Accountability and Reporting Officer, is to make sure that SUPREME program is fully compliant to the accountability and feedback mechanisms as well as donor reporting

 

Key Duties and Responsibilities:

Ensure Partner have Feedback and accountability systems in line with donor guidelines and requirements: Under the direct supervision of the Consortium MEAL Coordinator and in collaboration with the SUPREME Program Manager, the incumbent will;

  • Oversee, manage and improve established beneficiary complaints and feedback/accountability mechanism.
  • Prepare and disseminate reports on the cases registered through the SUPREME Accounting and reporting
  • Provide timely feedback to PMU teams on complaints and concerns raised by communities on project activities.
  • Support Partners to maintain an effective system for recording all complaints resolved and pending issues including correspondences and other related documents for quick and easy reference.
  • Support partners to communicate and disseminate complaints handling procedures, policies and tools as appropriate to beneficiaries and staff.
  • Analyze data and submit internal and accurate reports to the concerned managers on quarterly basis.
  • Conduct regular spot-checks of partner beneficiary awareness on the accountability and reporting procedures.
  • Support partners to establish a system of referral for follow-up or protection, critical complaints and follow-up on status progress of referred cases.
  • Liaise with relevant partners and stakeholders for closure of all complaints within the established time frame.
  • Support partners to regularly communicate with beneficiaries to provide feedback to their complaints.
  • Support partners to ensure that confidentiality of complaint data is maintained at all times.
  • Build staff awareness and commitment to complaints mechanism, ensuring that all SOPs are respected

Reporting and Documentation

  • Provide program oversight, ensuring the program is meeting reporting & documentation standards, goals and implementation objectives as per program strategy.
  • Submit high quality donor reports; monthly stirp, narrative on a timely basis according to SUPREME Program reporting schedule; ensuring that the documents are included, complete, correct and approved by the respective Component Managers and PMU.
  • Work closely with the MEAL Coordinator and finance teams to develop standard reporting templates and tools that will support improved narrative, log frame and financial reporting.
  • Maintain knowledge of SUPREME grant agreement language and regulations, serving as a knowledge resource on assigned donors and escalating questions where needed.
  • Keep the MEAL Coordinator informed of any reporting and documentation gaps and  inabilities to meet contractual obligations and report submission to be able to actively mitigate risks through proposing remedial solutions.
  • Compile and respond to information requests from support offices of WV UK and AUT and Kampala office and spontaneous donor requests.
  • Ensure questions and comments from donors, auditors and internal evaluators are addressed; by reminding partners of the internal and external deadlines

Program documentation and communication management

  • Coordinate regular monitoring of the partner activities as well as regular and timely activity reviews.
  • Oversee a comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed
  • Document all revisions, modifications, no-cost extensions, or budget realignments.
  • Provide support to the SUPREME program Manager in liaison or representation to donors, tracking key donor correspondence
  • Ensure effective channels of internal and external communications relating to SUPREME program are established and respected.
  • Participate in SUPREME donor meetings including strategic planning and progress review meetings.




Qualifications, Skills and Experience:

  • The ideal applicant for the World Vision Reporting and Accountability Officer job must hold a Bachelor’s degree in Communications, Development Studies or Social Sciences.
  • Three to five years of past experience, preferable with a busy NGO or UN agency, in a Reporting and compliance role
  • Ability to exercise sound judgment and make decisions independently.
  • Excellent self-motivation skills.
  • Excellent communications skills in English, both oral and written
  • Previous experience in refugee programming in any settlements in Uganda
  • Ability to work both as a motivating member and a leader of a diverse team
  • Computer literate
  • Must be able to stand above religious and cultural diversities.
  • Attend and participate/lead in daily devotions and weekly Chapel services.

  • Ability to communicate clearly to the team and the other stakeholders
  • Effective in written and verbal communication in English
