Job Summary: The Logistics Officer, Gulu HUB Manager reports to the Head of Logistics Operations UGCO or the designate and is under the functional supervision of the Head of Supply Chain Unit, UGCO. Gulu is one of the logistics hubs of WFP, serving Uganda, South Sudan. Total capacity of the three warehouse complexes located at Gulu town has a cumulative storage capacity of up to 25,000MT. Logistics Officer shall oversee inland, primary and secondary transport operations, management of the commodities at the EDP sites, liaise and coordinate with Area/Field Offices dispatch and food distribution schedules, oversee compliance.
The Gulu Hub Manager will lead a team of national staff and is expected to guide personnel on the best practices of logistics operations with solid background in commodity management.
Key Duties and Responsibilities:
- Manage and supervise Logistics Operations at WFP Uganda HUB of Gulu
- Establish and maintain periodic reports based on logistics movements and distribute them according to requirements
- Advise Management on logistics management and structures and staffing levels to ensure that they are always adequate to meet the requirements of the logistics strategy, supervise and lead monthly PI exercises.
- Ensure full compliance to food commodity management guidelines, real-time LESS performance
- Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes
- Ensure the integrity of transport information, including commodity tracking in WFP standard systems
- Ensure compliance to food quality practices and proper storage of food commoditie
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained
- Ensure effective funds management including project budgetary review and regular market reviews
- Ensure WFP warehouses as managed in accordance to WFP guidelines
- Coordinate and provide logistics support to on-going air, land, sea, or rail operations in the area
- Supervise staff as required
- Perform other related duties as assigned
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations World Food Programme (WFP) Logistics Officer (Gulu Hub Manager) job placement should hold an advanced (Masters) degree in business administration, logistics, statistics, engineering, or economics (preferably transport economics).
- At least ten years of work experience in logistics operations management, supply chain, and warehouse management.
- Extensive knowledge and experience in logistics operations;
- Strong leadership skills;
- Ability to work independently in a timely and organized manner;
- Excellent oral and written communication skills.
- Ability to develop and pass on knowledge to the team members;
- Language: Fluent in English including strong writing skills
