About USAID Project:

 With the RHITES-N
Acholi Project (Regional Health Integration to Enhance Services in Northern
Uganda – Acholi), USAID will continue its support of the Government of Uganda’s
(GOU) efforts to improve access to and use of health services in the country’s
post-conflict northern region. RHITES-N Acholi Project activities will build on
USAID investments and national advances to increase access to and use of
high-quality integrated services that accelerate the ability and capacity to
respond to the specific health needs of residents in the Acholi sub-region,
leveraging the URC-ASSIST project successes.

Job Summary:  The Key and Priority Population (KP/PP)
Officer will support the implementation of KP/PP services in the RHITES-N,
Acholi region. S/he will be responsible for the KP/PP targets and will provide
technical support including mentorship and supervision of KP led CSOs, Peer
Navigators and district frontline health workers in both technical aspects of
KP_PREV, KP_MAT and KP_TX New and GBV_PREV in professional health care delivery.

Key Duties and Responsibilities:  

·       
Ensure
provision of quality services for KP/PP populations in line with National and
PEPFAR protocols and guidelines

·       
Collaboratively
work with the Prevention Advisor, District Technical Coordinators, and District/Health
Facility KP focal persons to develop, weekly, monthly and quarterly KP/PP work
plans and budgets in the districts.

·       
Conduct
routine mentorship and continuous quality improvement activities to improve
KP/PP services within the district, health facilities and participate in
quality assurance/Quality Control for services in project-supported facilities
in the cluster area.

·       
Coordinate
technical support supervision and mentorship visits on KP/PP prevention and
clinical cascade, for health facilities to strengthen KP services.

·       
Scale up
integration of health services such as; GBV, FP, ANC, TB and STI testing, at
health facility and community levels.

·       
Work
with the District Health Teams (DHT), health facilities and KP CSOs to
facilitate the provision and access to HIV prevention services for KP/PP in the
districts.

·       
Coordinate
modular training/refreshers of health providers, KP/PP Peer navigators (with
practical component) in PrEP, HIVST, TB, GBV management, HIV care and treatment
etc.

·       
Conduct
hotspot mapping and compile best practices and harmonize approaches into a
comprehensive KP service package that can be owned and implemented at KP sites.

·       
Support
existing community organizations, civil society activities, local culture group
activities and professional organizations that can be used to support and build
capacity of community structures in delivering KP services.

·       
Spearhead
KP peer deployments to supervise a hotspot for tracking and monitoring KPs to
promote retention and adherence to PrEP and ART.

·       
Pilot KP
social network meetings, information sharing using mobile apps to ensure
continuum of care and accuracy of data

·       
Engage
KP Peers to provide HIV prevention information and promote HIV testing as a
routine service in all hotspots as well as advocating for sex worker HIV
testing and counseling.

·       
Support
KP peers to create demand for safer sex interventions, PrEP, assisted partner
notification (APN) in hotspots, facilities as well as utilization of GBV care
by actively screening and referring cases for management.

·       
Work
with M& E officers to support health facilities monitor weekly, monthly and
quarterly KP reports.

·       
Generate
monthly KP cascades for both prevention and treatment, QI initiatives report
and include in monthly reports.

·       
Work
with the Supply chain officers to ensure constant supply of HIV testing kits,
STI drugs, lubricants, ARVs, condoms and other health consumables for both
mothers and HIV infected infants.

Qualifications, Skills and Experience:

·       
The
applicant must hold a Bachelor’s Degree in any health related fields or social
sciences;

·       
Experience
in HIV programming specifically in running HIV prevention programs targeting
key and priority populations for at least 3 years.

·       
Ability
to function in a leadership capacity, independently and in team settings

·       
Conceptual
thinker with excellent organizational skills, time management skills and
attention to detail

·       
Strong
oral and written English communication skills

·       
Computer
literacy with standard business software (including Word, Excel and Power
Point)

·       
Willingness
to travel within the country 25% of his/her work time.

Desired
Qualifications:

·       
Training
in Counselling and psychosocial support will be an added advantage

·       
Experience
working with a range of central and local government officials and government
health facilities

·       
Experience
with U.S. Government-funded programs
