Consultancy Title:   Terms of reference for Consultancy Services on improving the efficiency and effectiveness of the charcoal value chain to mitigate a major driver of deforestation

About US:

The Jane Goodall Institute Uganda with support from Austrian Development Agency is implementing a three-year climate resilience project named Growing Together II that is promoting participatory management of forests and water resources, in western Uganda targeting River Waki and its tributaries. The project is being implemented in 20 villages in two parishes of Nyantonzi and Kasongoire in Budongo and Nyantonzi sub-counties respectively in Bujenje County, Masindi District, western Uganda.

 

The long-term objective of the project is to contribute to the maintenance of ecosystem function (products and services) of catchment forests in the Albertine Rift region of Uganda through an Integrated Water Resource Management (IWRM) approach by reducing the vulnerability of targeted populations and promote adaptation (capacities) to the impacts of climate change.

 

Major activities that the project is implementing are: 1) development of Catchment Management Plans; restoration of 1,700 hectares from multiple degraded land holdings and forest; 2) improving the efficiency and effectiveness of the charcoal value chain to mitigate a major driver of deforestation while increasing energy security and sustainability; and 3) promoting gender inclusivity and participatory planning in all project components to ensure gender responsiveness and equity.

 

Under Activity 3 of the climate resilience project “improving the efficiency and effectiveness of the charcoal value chain to mitigate a major driver of deforestation” to increase energy security and sustainability in target communities, JGI is guided and is bound to carry out activities within the legal framework in Uganda.

 

Scope of work: The activity is expected to be conducted in three parishes of Kasongoire, Nyantonzi and Kasenene in Masindi districts. The communities to be reached out are members to community-based organizations that are affiliated to the Jane Goodall Institute.

 

Objective

 

The specific consultancy objective is to develop an efficient and effective charcoal value chain to mitigate a major driver of deforestation in the parishes of Kasongoire, Nyantonzi and Kasenene in Masindi district.

 

Specific tasks

  • Equip 600 households with energy saving stoves;
  • Organize 200 households into three cooperative units and train, equip to produce and sell charcoal briquettes from bagasse and other waste material; and
  • Design and Supply relevant equipment and design and construct the drying, storage, and production housing units to produce charcoal briquettes.

 

Deliverables and reporting requirements

The facilitator will produce the following deliverables

  • A briquette training report clearly indicating the production, storage, and distribution chain of the briquettes;
  • Meeting reports for stakeholder engagements with clear description of objectives for the meetings and the stakeholders involved;
  • At least 20 photos taken during each of the specific activities to be conducted in by the consulted firm; and
  • Three (3) sets of Machinery, tools, and housing units necessary for the production of briquettes delivered and constructed respectively.

 

Timeframe: The assignment is planned to be undertaken in a period of four months from the date of signing the contract.

 

Qualifications, Skills and Experience:

Required competencies

  • An outstanding knowledge of energy issues and regulations (Laws, Policies) and practices in Uganda;
  • Must be a highly experienced firm specializing in promoting sustainable energy like production of energy efficient stoves, briquette production and distribution chains;
  • A good understanding of various community development approaches and participatory tools and their applications;
  • An outstanding knowledge and experience in community dynamics;
  • A good understanding of roles and responsibilities of other key stakeholders in promoting sustainable energy and governance is very critical in this assignment; and
  • Good capability to involve stakeholders like local government, CSOs, security organs, academic and research institutions, central government, religious, cultural, and local leaders among others in the project activities.

 

NB 1: The consultancy shall work hand in hand with JGI project focal persons for purposes of supervision, learning and process ownership. However, the consultant should not budget for JGI staff and Meals for the Community and other stakeholders’ meetings.
