Job Summary: International Lifeline Fund (Lifeline) is seeking an M&E Officer to support and strengthen the Monitoring and Evaluation strategies through data-driven humanitarian, development, and O&M activities under its Environment, WASH, EcoEnergy, and EverFlow programs.
Under the overall guidance of the Senior M&E Coordinator, the M&E Officer will be responsible for supporting high-quality M&E within each of Lifeline’s program. The holder of the position will be responsible for the ongoing data collection, compilation, and support quality assurance processes, analyses, documentation, and reporting. Sh/e will assist the Senior M&E Coordinator to collect and manage complaints and feedback data in collaboration with Lifeline’s different teams to ensure M&E accountability, beneficiary, and client satisfaction, and improve program quality and utilization of data. This position will work in close collaboration with the Environment and WASH departments, and EcoEnergy and EverFlow teams.
Key Duties and Responsibilities:
- Ensure M&E routine data collection, entry, cleaning, and storage are implemented as per the approved M&E framework and program needs.
- Assist in the development of project log frame matrices, particularly in the areas of key performance indicators.
- Help to continue all teams’ utility and maintenance of the mWater and Solstice databases to accurately capture and analyze project and program data.
- In consultation with the Senior M&E Coordinator conduct periodic review and revision of the systems so that they are adapted appropriately to the requirements of the projects and programs.
- Participate in the development of weekly, monthly, and quarterly work plans with other program staff.
- Assist the Senior M&E Coordinator in the development of the M&E strategic documents as needed.
- Assist in supervising a team of enumerators to collect data on a regular basis at the field level to measure achievements against performance indicators.
- Analyze M&E data for both learning and reporting purposes and provide Lifeline staff and its partners with evidence-based feedback (strengths and gaps) on a regular basis.
- Suggest improvements to the current M&E frameworks, as needed, to align program goals with performance indicators. For example, upgrading needs assessment surveys, baseline surveys, complaints and feedback surveys, project progress reports, end line evaluation, and impact assessments.
- Work collaboratively with Lifeline’s different teams to establish the impact of WASH and energy access interventions on the project beneficiaries.
- Draft reports, updates, and briefing notes as necessary.
- Assist to collect and manage complaints and feedback in close collaboration with the program team. Track timeliness of response to complaints and maintain an updated complaints tracker.
- Identify lessons learned and develop case studies to capture qualitative and quantitative outputs of the project and improve project performance using M&E findings. Share advise to the supervisor on improving project performance using M&E findings.
- Provide technical support to the program teams in documentation of their projects’ success stories. Keep the team up to date in terms of data capturing tools, data security, and ensure that Lifeline’s monitoring standards are implemented for improved program quality and data use.
- Conduct regular data review to identify and fix data issues or bugs in data entry or integrity.
- Ensure performance monitoring and results reporting tools and processes across the entire program are in place and are effectively implemented by the program staff.
- Work closely with Lifeline’s teams to achieve any other program objectives, as needed.
- Conduct regular field mentoring visits to ensure data quality and compliance.
- Conduct training of enumerators, and review data collected by enumerators in and out of the field.
- Perform any other duties assigned by supervisor.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in statistics, economics, or related field (or equivalent work experience) required. Minimum of three years of professional working experience with a reputable organization doing Monitoring and Evaluation.
- A post graduate diploma in Monitoring and Evaluation from a reputable institution a plus.
- Demonstrated experience in data processing and management of large-scale surveys.
- Prior experience conducting surveys or qualitative and quantitative data.
- Strong knowledge of qualitative data analysis packages, such as NVivo or ATLAS.ti.
- Strong quantitative and qualitative skills, able to present analysis in written and graphic format.
- Demonstrable experience in project planning and performance measurement including KPI selection, target setting, and developing an M&E plan.
- Knowledge of various evaluation, data collection and analysis methodologies, and how to strategically apply these methodologies given their relative strengths and drawbacks.
- Experience with cloud-based data collection software. Previous experience with mWater and Solstice a plus.
- Excellent knowledge of MS Office software (Word, Excel, Outlook, SharePoint, PowerPoint, etc.).
- Operate as an ethical, responsible, hard-working, and self-driven professional.
- Ability to work both independently and in a team.
Position Details: This position will support programs in Apac, Uganda or Lira, Uganda and requires frequent visits to project sites
