Job Summary:  The Logistics Officer (Funds Management) will provide effective Leadership in terms of Financial Analysis and Funds Management for efficient Supply Chain Operations in delivering humanitarian services to the people in need aiming at achieving zero hunger.

 

Key Duties and Responsibilities:

Funds Analysis and Monitoring

  • Conduct financial health check of Supply Chain Funds using the standard WFP Corporate Funds analysis and monitoring tool drawing out insights and recommendations to the supervisor to make informed decisions and optimize use of available funds.
  • Review Supply chain matrices to re-align funds requirement against budgets and donor forecast.
  • Monitor grants under FTC operations in consultation with B&P unit to enable utilization of funds within both TODs and TDDs while complying to the agreed donor conditions

Budget development, revision, monitoring, and reporting

  • Derive budgets on Food Transfer and Service Provision to efficiently run Uganda CO Supply Chain operations.
  • Coordinate Uganda Corridor budget development, network design, MOUs, CBAs, grant set up, issuance of PFIs to recipient countries for creation of IPOs and budget set up in WINGs.
  • Engage in Cooperating partners Field Level Agreements Budget discussions on SC related components

Funds Commitment and Utilization

  • Raise, monitor, update, and issue Fund Reservations to users across the Supply Chain Function to support operational day-today activities.
  • Monitor utilization of funds to ensure compliance to International Public Standards Accounting System (IPSAS) as well as policies, procedures, rules, and regulations.
  • Work with B&P unit as a member of the Funds allotment committee, to contribute analytical data to aid the process of funds push down
  • Work with Finance unit & SC Operations team on Open items validation; through monthly& quarterly reports

Supplier payments

  • Provide guidance to service providers on proper invoicing
  • Check and release service entry sheets (SES) to confirm services provided by vendors for payment.
  • Review & approve invoices on a delegated premise in the Invoice Tracking tool.
  • Coordinate with Finance to resolve problematic supplier payment matters.
  • Coordinate and review Funds Management and invoice processing SOPs

Accountability reporting

  • Produce periodic and ad-hoc reports on Funds Management to Head of Supply Chain
  • Collate data and Supply Chain inputs required for final CO reports to donors on utilization of funds on grants issued.
  • Carry out mandatory quarterly Funds Analysis reports to Regional Bureau
  • Produce regular corridor expenditure status reports in trend monitoring/Monthly
  • Produce expenditure/ invoice processed reports as required

Team Management

  • Develop terms of reference for direct reportees to enable a smooth and guided workflow and performance measurement.
  • Carry out performance appraisal and assessment sessions for team members
  • Improve skills of section staff on general funds management through programmed sessions.
  • Guide, mentor, coach and Agree on development objectives with reportees and other general Service staff and implement two-way feedback sessions





Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations World Food Programme (WFP) Logistics Officer (Funds Management) job placement must hold an Advanced/Masters University degree in Financial Management, Logistics, Economics or in a related field.
  • Seven years of relevant working experience in logistics funds management, financial analytics, logistics management, Budget management, and other related fields.

  • Supply Chain Management and Optimization: Analyses context of country challenges in order to lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
  • Planning, Project & Resource Management: Collects and analyses relevant technical data from diverse sources to forecast operational needs under various scenarios and makes evidence-based proposals.
  • Information Management & Reporting: Ability to proactively identify gaps in information and findings, analyse and evaluate information, develop statistics, and translate into information management products to facilitate decision making and demonstrate performance.
  • Market Analysis, Contracting and Operational Execution: Demonstrates ability to collect market information and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
  • Warehouse and Inventory Management: Plans, coordinates and manages service providers and warehouse operations to promote safe, efficient, and sustainable operating procedures in the face of changing climates and conditions within region of expertise.
  • Technical Assistance and Coordination: Actively establishes and maintains networks, leads coordination and the provision of technical assistance, while demonstrating the ability to represent WFP to a broad spectrum of key stakeholders (e.g. providing services, and working with NDMOs/NDMAs).
