About US:

World Alliance for Lung and Intensive Care Medicine in Uganda (WALIMU) is a Non-Government Organization (NGO) led by physicians from Uganda and the United States that works to improve clinical care for severely ill patients in hospitals across Uganda. WALIMU was established and registered in United States as a 501(c)3 non-profit organization in 2010 and incorporated in Uganda as an NGO in August 2013, with offices in Kampala. WALIMU’s programming model is built around behaviour change interventions that target the essential conditions for improving the quality of health care provided. WALIMU’s Project portfolio includes both research and non-research grants.  For the research grants, focus is on implementation science likely to transform patient care. WALIMU currently works in five thematic areas;

  • Reducing mortality of children presenting with Severe Infection through testing and implementing interventions to improve triage and post-discharge care
  • Using Implementation science to improve detection, diagnosis and management of Tuberculosis
  • Improving Integrated management of Non-Communicable Diseases at Primary Health Care level through capacity building initiatives
  • Driving the policy agenda on Sepsis through generating evidence
  • Improving facility and community level capacity in quickly detecting and effectively responding to diseases of epidemic potential

 

Job Summary:  The Procurement and Logistics Administrator will coordinate, monitor and provide technical support in the implementation of Procurement and Disposal of assets function for the WALIMU to ensure value for money.

 

Key Duties and Responsibilities:

Preparing standard bidding documents, communications letters, reports, statistics and forecasts as may be required for decision making

  • Initiating the preparation of the annual procurement plan and supervise its implementation.
  • Developing standard procurement documentation according to WALIMU’s rules and regulations.
  • Preparing solicitations, distributing and ensuring publicity in the newspapers and approved websites.
  • Monitoring bid schedules as well as responding to queries from vendors and customers on procurement matters.

Implementing procurement and contracting strategies for the achievement and improvement of the overall procurement process

  • Assess client needs, reviewing work programme and identifying potential vendors as well as determining the appropriate procurement methods and strategies.
  • Advising requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle.
  • Developing appropriate systems, procedures and guidelines for procurement secretariat and contracts committee.

Procuring and managing the acquisition of goods and services 

  • Identifying reliable sources of supply by determining appropriate procurement methods, preparing solicitations (Request for Quotation, Request for Proposal, Request for Expression of Interest, and Invitation to Bid).
  • Developing realistic time frames for the procurement needs of clients, setting the process in motion, and working closely and directly with user divisions to execute and conclude procurement actions.
  • Supporting the constitution of evaluation committees in order to analyze offers received from bidders, prepare and submit recommendations to management
  • Conducting all aspects of bid/proposal with regard to conducting pre-bid meetings, bids openings, and post- bid debriefing, as well as advising the aggrieved bidders for dispute resolution.
  • Recommending amendments and extensions of contracts, and advising concerned parties on contractual rights and obligations.
  • Liaising with legal team on the interpretation of WALIMU’s rules and regulations in case of ambiguity.




Qualifications, Skills and Experience:

  • The applicant should EITHER hold an Honors Bachelor’s Degree in Procurement/Purchasing and Supplies or Business Administration (with a bias in Procurement and Supplies) or Commerce (with a bias in Procurement and Supplies), plus a post graduate Diploma in Public Procurement Management from a recognized institution
  • OR full Professional qualification in Supply Chain Management (CIPS) plus a post graduate Diploma in Public Procurement Management from a recognized awarding Institution.
  • Training in contract management and e-procurement and knowledge of public procurement procedures and regulations would be of added advantage
  • A minimum of three (3) years of years of relevant working experience as a Procurement Officer from a public or reputable organization.
